“Insufficient Data”

With the latest update carriers that do not meet sufficiency requirements have BASIC Scores of:
“Insufficient data”: Carrier did not even meet the minimum data standards.
“Inconclusive”: There is data there, but the sufficiency standard was not met.
“No violations”: Carrier was not scored in the BASIC due to not having a violation in it.
