New regimes in Research and
Innovation for National Development
Prof. Shaukat A. Abdulrazak, Ph.D, MBS
National Council for Science & Technology
Introduction
• Universities and Research Institutions, vital
elements of a National Innovation System have
played a central role in the build-up of capabilities
for R&D
• Support, funding and promotion of institutions of
higher technical learning among 3 factors that
contributed to rapid economic transformation of
emerging economies

Reversing the trend
• Increase funding for R&D/GDP; 1%
recommended
• Improve R&D infrastructure and capacity to
develop innovations
• Strengthen IPR regimes
• Nurture and sustain home-grown scientific
talents : Brain drain/gain/circulation
• Youth and Gender engagement
Strengthen Capacity on ST&I
human resource
• Increase Postgraduate research locally
– NCST Ph.D and M.Sc Calls
• Partner with others
– Kenya-S. Africa
– Kenya- Japan
– Kenya- DAAD postgraduate training

Collaborative research;
Maximise resources
Minimise duplication
Enhance application of
findings
Nationally, Regionally & Internationally.
Collaborative research;
Silo vs.
Multidisciplinary
System department
rather than single
Entrepreneurial University
• Societal needs form the basis of new research
projects
• Commercialize research products
• Incubators of new technology
3D Agenda
• Direction
which innovations, along what pathways , towards
what goals, Prioritize
• Distribution
Innovate for who? Whose innovation counts? Who
gains and who loses, Impact
• Diversity
What combination of different kinds of innovation
do we need to address any particular challenge?
Multidisciplinary

The African Manifesto;
towards self-rule in ST&I
• Restore confidence in African ST&I and
African Experts by Africans
• Concerted public and private investments
towards sustainable ST&I infrastructures
• Adopt proactive policies to socialize ST&I

Science cannot develop in isolation..flourishes through the dialogue of
individuals....the meeting of minds. It prospers in a soil that is rich in
diversity and in a climate that favours diffusion and cross-fertilisation. Ideas
must migrate to develop, they must be shared to take root, and they must
be accessible for all to benefit.
Extract from Irina Bokova, UNESCO Director’s speech during the
World Science Day 2010
Through Research,
Universities act as
bridge between science
and development.
