Marie Curie Actions – general introduction
 “Marie Curie” – a common identity for all the actions within HR&M
activity directed towards training and mobility of researchers
 12 different Marie Curie actions
 most of the actions open to third country nationals and institutions
 enhanced funding: FP5-1 050 M Euro FP6-1 580 M Euro
 a “bottom-up” approach - no need to address FP6 priorities,
field of research chosen freely by the applicants

Marie Curie Actions – participants/fellows
• participant (a host institution/a contractor to EC)
any organization active in research or research training (university,
national or international research institute, commercial enterprise, etc.)
• researcher (a fellow)
Early-stage researcher : in the first 4 years of their research activity,
including the period of research training (at least post-graduate level)
Experienced researchers: - at least 4 years of research experience or
- in possession of the doctoral degree

Marie Curie Actions – mobility rules
• researchers must be nationals of a state other than that of
the host organization
•researchers may not have worked/studied (etc.) in the
country of the host organization for more than 12 months in
the 3 years prior to the start date
•third country researchers cannot in general carry out their
transnational mobility in third countries
• a third country researcher who has legally worked/studied
(etc.) for at least 4 of the last 5 years in Member/Associated
State is treated as a national of that state

Support for research networks, research institutions or enterprises in their
schemes for transnational training and mobility of researchers or
development/transfer of their competencies. Institution applies for funding,
signs a contract with the EC and it is then obliged to advertise their vacant
fellow positions. Up to 30% of funded researcher-months can be used for
third country nationals.

(1) Training Networks
 support for research teams in the context of a well-defined
collaborative project
 main idea: cohesive but flexible framework for the training and
development of early stage researchers
 participants: at least 3 MS or AS (of which 2 must be MS or CC),
open to third country institutions
 contract: up to 4 years
 fellowships: 3 – 36 months
 open to third country researchers
 min. 65% of total project budget must be dedicated to the hosted
fellows

(2) Early Stage Research Training
 targeted at higher education and research institutions, to reinforce
their training capability
 main idea: an offer of structured training for early stage
researchers, typically within a framework of doctoral studies,
including:
- acquisition of specific scientific competencies
- complementary skills: management, ethics, communication, etc.
 participants:
- single host – third country institutions not funded
- multi-partner hosts – at least 3MS or AS, open to third countries
 contract: up to 4 years
 fellowships: 3-36 months
 open to third country researchers

(3) Transfer of Knowledge
 reinforcement of the research potential of host entities with priority
given to less-favored regions of EU and to the Candidate Countries
(MC Development Scheme)
 creation and development of real strategic and durable partnerships
between the academic world and the world of enterprises (MC
Industry-Academia Partnership Scheme)
 open both to the third country institutions and researchers
 targeted at experienced researchers
 contract: up to 4 years
 fellowships: 2- 24 months

 main idea: to enable junior researchers to benefit from the
experience of leading researchers by supporting specific training
activities (linked to European achievements and interests)
- organization of coherent series of high-level conferences/training courses

 exceptionally may be open to the third country co-organizers

 main idea: to attract top-class third country researchers to
work and undertake research training in Europe
 host institution: in MS or AS
 fellowship: 1 to 2 years
 in the case of developing countries or emerging and
transition economies, the project may include a phase of
reintegration in the researcher’s country of origin

II MC Individual(2) Outgoing International Fellowships
 targeted at experienced researchers from MS and AS
 main idea: to work in established third country research
centre and widen international research experience
 project involves 2 mandatory phases:
- phase 1: 1 to 2 years in a third country partner
institution (no contract with the EC signed; agreement
with the host institution)
- phase 2: an immediate reintegration in the host
organization of MS or AS (contractor)

excellence
 research conducted in MS or AS
 international teams built up around a researcher with potential to
reach a high level of excellence
 project cannot be located in an institution where the leader has
worked for more than 1 year
 no nationality excluded, nonetheless: designed to counteract brain
drain from Europe
 team leader applies jointly with the host organization
 contract: should guarantee the necessary autonomy to the team
leader; for up to 4 years

 EC contributes up to 100% of the total budget of the
project
 EC contributes to the activities carried by fellows and host
organizations

relevant to every MC action
