In 1xCSFB operation, UHDM or MUHDM is used for an 1x channel assignment in stead of
ECAM. UHDM or MUHDM is not handled by the MS in response to ORM or PRM in the 1x
native operation.
C.S0082 specifies how to handle UHDM. The similar text is necessary in C.S0097.
Proposed sentence:
2.2.1 Processing of a 1x (MEID) Universal Handoff Direction Message
If the mobile station receives a 1x Universal Handoff Direction Message or 1x MEID Universal Handoff
Direction Message via the tunnel, the mobile station shall follow the procedures of [C.S0005] with the
following exceptions:
•
If the mobile station is incapable of supporting the service option specified in the 1x (MEID) Universal
Handoff Direction Message, then the mobile station shall create a TLAC Encapsulated 1xPDU per section
2.4.1 containing a 1x Release Order formatted according to [C.S0005], and shall send the
GCSNA1xCircuitService message to the IWS. The mobile station shall cease further processing of the 1x
[MEID] Universal Handoff Direction Message.

The access terminal shall determine from the 1x (MEID) Universal Handoff Direction Message whether RC3,
RC4, or RC5 is to be used, and then shall use the corresponding initial setpoint value received in
CDMA2000 Parameters, i.e., shall select one of FPC_FCH_INIT_SETPT_RC3,
FPC_FCH_INIT_SETPT_RC4, FPC_FCH_INIT_SETPT_RC5, FPC_FCH_INIT_SETPT_RC11, or
FPC_FCH_INIT_SETPT_RC12.
•
The mobile station shall set the initial transmission power on the 1x radio network according to the
procedures specified in section 2.1.2.3.1.4 of [C.S0002] with the following parameters:
– ACC_CORRECTIONS set to NOM_PWRs – 16 × NOM_PWR_EXTs.
– RLGAIN_ADJs set to zero

C.S0097-0 should be able to support any 1x Revisions. In order to support
Revision E, the following parameters are necessary.
– FPC_FCH_INIT_SETPT_RC11
– FPC_FCH_INIT_SETPT_RC12

It is necessary to add these parameters to CDMA200 parameters just after
FPC_FCH_INIT_SETPT_RC5.

C.S0097-0 v1.0 defines a set of 1x parameters and GCSNA related parameters as
CDMA2000Parameters. This set is used by eNB to provide overhead parameters to the UE
via CSFBParametersResponseCDMA2000 or HandoverFromEUTRAPreparationRequest
messages.
•
CDMA2000Parameters were developed based on CSNA design (C.S0082) and some
parameters were also added so that this set of parameters can be used generally. Therefore,
some parameters are not necessary for 1xCSFB operation. C.S0097-0 defines some
requirements for some parameters. But, it would be good to define the default set of
parameters for 1xCSFB to reduce interoperability issues.

Three categories for parameters should be defined.
– Mandatory parameters
» These parameters shall be included in all 1xCSFB operations scenario.
– Optional parameters
» These parameters may be included depending on operator’s policy.
– Prohibited parameters
» These parameters shall not be included due to constraints of 1xCSFB design.

In e1xCSFB procedure, the UE may obtain the Search Window Size in various ways.
– SIB 8 (Commonly used for HRPD and 1x)
– Measurement object CDMA2000 (HRPD and 1x search window size can be set
independently.)
– Traffic channel assignment message over the tunnel (UHDM)
•
All windows size parameters are optional. Thus, some of them may not be available. It is
necessary to define the UE’s behavior how to determine the Search Window Size.
•
Proposed Text:
– If the Search Window Size is available in SIB 8, Cell Reselection shall be performed
based on SIB 8 information. If the Search Window Size is not available in SIB 8, the
MS shall use a compile time default.
– If the Search Window Size is included in the measurement object, the MS shall use it
at the measurement. If it is not included, the UE shall use a compile time default.
– In case of e1xCSFB, the IWS should include Search Window Sizes in the UHDM or
MUHDM. The MS shall use them if they are included. If those are not included, the UE
shall use a compile time default.

In some situation, it is necessary to optimize the Search Window using SEARCH_OFFSET
in UHDM or MUHDM. A21 Pilot List already includes Pilot PN Phase. It is good to clarify the
IWS could use this information to determine the SEARCH_OFFSET.

Proposed Sentence in section 2.3.
– The IWS may use Pilot PN Phase in A21 Pilot List IE to determine SEARCH_OFFSET
in UHDM or MUHDM.

In 1xCSFB scenario, if the origination is failed over the tunnel, the mobile station may
silently redial over the tunnel or 1x depending on an error scenario.
•
If P_REV_IN_USE is greater than 6, 1x Origination Message has ORIG_REASON and
ORIG_COUNT. It is necessary to clarify how to populate these fields in case of silent redial.
•
Proposed text:
– In case of silent-retry, the mobile station which operates P_REV_IN_USE is greater
than six shall set ORIG_REASON to 1 and ORIG_COUNT to binary code for
corresponding the number of autonomous re-origination attempts regardless the silentretry happens over the tunnel or 1x.
NID Length

NID is currently 15 bits in CDMA2000 Parameters. It is actually 16 bits.
