Emergency Procedures
Local Standby
declared when an aircraft approaching
the airport is known or is suspected to
have developed some defect but the
trouble is not such as would normally
involve any serious difficulty in
affecting a safe landing.
Full Emergency
declared when an aircraft approaching
the airport is known or is suspected to
be in such a trouble that there is an
imminent danger for accident.
Flight crew may be reluctant to use the standard prefixes
to inform ATC initially. Controllers shall ask pilot if
declaring an emergency. If the pilot declined to do so, the
controller may, if he considers it appropriate, carry out the
necessary actions as if the pilot had declared an
emergency.
