GFC - Mechanism
• Identification & maintenance of records for degraded forest land parcels by respective state FDC
• FDC invites bids for regeneration of degraded land parcels from private entities
• Degraded land parcel developed under PPCP framework for 3 years by successful bidders
• Local villagers employed for implementation
• Post 3 years, land parcel reviewed by FDC. Grow Forest Certificate (GFC) awarded to private developer based on the
survival percentage and total area developed.
• GFC tradable on exchanges on similar lines as the Carbon Emission Reduction Certificate (CER)
• GFC to be used against compensatory afforestation for seeking forestry approvals under Forest Conservation Act 1980
