American Recovery and
Reinvestment Act of 2009 (ARRA)
 Commonly referred to as the “Stimulus Bill”
 $19B in federal funding for physicians, hospitals and clinics to
implement EMR.
 Approximately $30 billion within the bill is allocated towards the
improvement of healthcare:

What You Need to Know
 WHO IS ELIGIBLE?

 NOTE: Hospital-Employed Physicians are not eligible.
 HOW DO THEY QUALIFY FOR THE MONEY?
 Implement technology related to EMR that has been approved as qualifying technology.
Standards are being developed by industry leaders in both the public and private sector.
Target date for the standards is December 2009
 Purchase the technology, deploy it, and demonstrate “meaningful use.”
 Committee has been formed to determine the definition of “meaningful use.”
 HOW MUCH MONEY DO THEY QUALIFY FOR?
 Up to $44,000 per physician with the first money available in 2010
Sliding scale based on implementation date
$18,000, $12,000, $8,000, $4,000, $2,000 over FIVE Years
 Hospitals will vary based on a complex Medicare discharge formula
$2M to $10M will be available based on their performance and other factors.
 Not implementing an EMR will cost physicians dollars they are currently getting. (penalty)
