Educational and Research Facilities

There are 15 departments (4 in Kyiv) and 55 chairs (16 in
Kyiv) at the National Academy
•
Teaching staff includes 153 Doctors of Sciences, Professors
and 203 PhDs, Associate Professors
•
About 500 leading experts in public administration,
experienced executives, among them senior government
officials, have been engaged in the educational process
•
The National Academy directly works with central and
regional state authorities and local self-government bodies
in the process of enrolling new students, running
internship programs, and graduates post placement

Regional Institutes
of Public Administration (RIPAs)

RIPAs train highly-qualified specialists in public
administration for central and regional state
authorities and local self-government bodies, state
institutions and private companies
•
On the contractual basis RIPAs train specialists in
other, related to public administration fields, such as:

Master Programmes of Public
Administration
•
In 2007, an experimental standard for higher education – a
Master of Public Administration which is an analogue of
the world-known MPA - was introduced at the National
Academy
•
The full-time day programme takes 18 months, while
evening, and distance programmes require 30 months
•
The full-time Master Programme of Public Administration
- has been accredited by the European Association for Public
Administration Accreditation (EAPAA)
- was only the fourth such accreditation programme in Europe

Curricula are based on interdisciplinary and multidisciplinary

• was opened in March 2001
• is a Center of Global Development Learning

• launch the first DL course in April 2001
• MPA DL Program started in 2003 (web-based)

Ukrainian Interregional
Distance Learning Network
It was created in 2005, connects 5 biggest cities
of Ukraine (Kyiv, Dnipropetrovsk, Lviv, Odesa,
Kharkiv). It covers the whole territory of Ukraine.
It consists of 7 DL servers with LMS “Prometeus”
and e-learning courses for the National Academy
students.
It allows to provide distance lections by
videoconferencing.

In carrying out the reform of the system for training, retraining and in-service training of public servants and local
self-government officials the National Academy and RIPAs
actively cooperate with the German Center for International
Migration and Development (http://www.cimonline.de), which
two experts have been working at the National Academy on a
permanent basis
Unprecedentedly for Eastern Europe, the National Academy

Perspectives of Bachelor of
Public Administration
• The BPA is supposed to be a post-secondary programme for
training public servants who will hold entry-level posts in
central and regional states authorities and local government
officials who will provide administrative services
• Bachelor Programme of Public Administration must be highly
specialized
• Objective of the programme is openness, transparency and
harmonic integration of graduates into the civil service system

Perspectives of Bachelor of
Public Administration
In accordance with the project of Law on Civil Service
there will be three post categories –
“A”, “B”, “C”
• posts of “B” category will require having a basic
higher educational degree – Bachelor of Public
Administration Degree
• posts of “C” category will require having a
certificate on incomplete higher education – Junior
Specialist Degree

Objectives of Bachelor of Public
Administration
• to provide knowledge on global democratic practice
and features of development of democracy in Ukraine
• to form motivation and basic skills which are
necessary for responsible participation in social and
political processes, critical and constructive attitude of
youth to society life
• to orient youth on common democratic values
• to foster active attitude of citizens concerning
implementation of ideals and values of democracy in
Ukraine
• to provide conditions for gaining experience of
democratic actions, attitude and transaction
BPA introduction will contribute to
• fostering development of state ideology and national attitude among
young citizens, morality and spirituality enhancing, patriotism, feeling
of coherency with the European Community
• approximation of scientific and methodical foundation with European
standards
• creation of equal conditions and opportunities for obtaining an
adequate and democratic higher education and lifelong training,
personal enhancement and creative accomplishment
• quality improvement of gained knowledge and skills in democratic
governance, public administration, European studies and pedagogy,
• implementation of new educational and information technologies
• integration of Ukrainian education and science into the European
educational space
