The 6th Euro Mediterranean Dialogue of Public Management is organized by the European Group for Public Administration, EGPA, the
Institute of Public Management and Territorial Governance, IMPGT - Aix Marseille University and the French National School of
Administration, ENA
MED 6 CALL FOR PAPERS
MED conference is addressed to all researchers and experts in public management but it also welcomes
contributions coming from social sciences and humanities or from practitioners
You are invited to present your research and current work in public management , more particularly on the following topic:
« Cultures for change, changes through Culture»
Beyond communications related to the main theme: proposals for papers on public management concepts
addressing performance; evaluation, governance, sustainability and territorial management in the Euro
Mediterranean area are also welcome. A special attention will be given to proposals for comparative studies of public
management in the countries of the Mediterranean area.
This MED conference, on the theme of culture, will alternate roundtables with experts and professionals, and parallel
workshops presenting selected communications. A doctoral workshop will be hold on October 9th, 2013.
Best papers will be offered to the following journals:
IRAS - International Review of Administrative Sciences, Peer Review Selection Process, IRAS is indexed and ranked
in the Public Administration category of the Thomson Scientific Journal Citation Reports (JCR). CNRS (cat. 3)

You can participate in the conference by presenting a testimony of your experience as a practitioner in the field of
culture. Your testimony must help enrich the main themes of the conference and lines of development
« Cultures for change, changes through Culture»
The theme of this 6th Euro Mediterranean Dialogue is the place and
role of culture as a fertilizer for change, and focuses on the use of
culture in shaping change processes
The first meaning of the word culture, in the true sense of the term, is built on historical roots, shared values, on common
modes of expression. The other meaning is that of cultural activities that need to be addressed even in its most recent
developments.
Our contemporary Mediterranean area has never been so shaken in recent years by the willingness of people to have
access to more democracy. If one is interested in the notion of public space as a guarantor of a certain continuity,
particularly in its relationship to citizens-users, it is clear that the big issue is that of change, change that should enable
governments to work on the basis of equity, ethics, to make the decision-making process more clear, to reach out to
people for them to participate in public life.
Management sciences have largely addressed the issue of organisational change. It now appears useful to see how the
works that have been developed can be used for reflection about the changes in society. These processes of change that
must accompany the democratic ambition have to incorporate new public policies to respond to key issues raised by the
economic crisis, those of youth and employment, those of economic development driven by innovation and creativity.
These developments lead us to call for papers along the following four axes of reflection: Reflections on the place and
role of culture in organisational change, in the economic and societal changes of a territory, and in the political and
democratic changes. This requires also questioning the evolution of culture and the cultural sector, as well as the role of
vocational and education training.
5 axis of development
Axis 1 – Culture and organisational change
Within this axis, we question the links between organisational cultures, national cultures, and changes in the public sectors
around the Mediterranean.
The administration as first instrument of stability but also of transformation of our societies interests us in the first place. Many
waves of modernisation and reform, as well as research on administrative systems since the '50s, show that organisational
culture is both a factor of stability and change. The Bureaucratic organisation, in particular, gives rise to systems of shared
conservative values ​and beliefs which stabilise behaviours and legitimise control systems, standards and administrative
operations.
On the other hand, we find that the substantive transformations of worldviews, values ​and shared beliefs, driven by the longterm trends of generational renewal as well as the ease of exchanges offered by the new communication media, make culture the
backdrop and trigger of new organisational dynamics, both administrative and political.
This raises the question of transfers between organisational culture and societal culture, but also the likelihood of "cultural
change" imposed by policymakers and administration. Can we speak today of a competition of value systems at the societal and
administrative level? Under what conditions this turmoil may lead to the emergence of new conservative attitudes or, conversely,
to a fertile process of cultural questioning and modernisation? Are there organisational cultures favourable to change? Finally,
how to harness the interdependencies between management systems (monitoring, wages, evaluation, and piloting) and culture
to apply the required administrative changes?
Axis 2 – Cultures, territory and economical and societal changes
This axis aims to examine the role of culture, in its two senses, in economic dynamism, but also to go beyond this dimension to
address the territorial issue at the service of its population’s well-being and quality of life. The questions are twofold.
On the economic point of view, what is the added value created by the development of cultural activities and what impact on
employment? What are the consequences on territorial planning, on transport?
From a societal perspective, the aim is to examine the role of culture in the construction of an image at the service of a territory,
of a territory’s attractiveness in terms of quality of life, of the mobilisation of stakeholders, on solidarity, on the hospitality and
the living-together factor...

Axis 3 – Culture, Political and Democratic Changes
This axis calls for papers on the role of culture and interculturality in democratic change and international cooperation. It
questions the Mediterranean, events that have shaken and are still shaking the Arab world, and the limits of the EuroMediterranean Partnership.
The questionings relate to the changes in the Arab world and the relationship between culture and tolerance: how can cultural
activities promote the learning of cultural plurality in the Mediterranean? What is the role of the cultural sector in improving the
quality of life of the Mediterranean people? What responsibility for Culture vis-à-vis the youth who aspire to a better life? Has
Culture been questioned in the great movements of the Arab Spring?
This axis also invites to consider the failures of Euro-Mediterranean Partnership, the necessary involvement of civil society in
national development strategies, instead of Intercultural Dialogue in cooperation actions.
Axis 4 – Cultural Activities, evolution and change
This axis focuses on the evolution of traditional cultural activities: performing arts, visual arts, literature, music, and museums ...
but also on the major cultural and creative industries strongly shaken up by the arrival of ICT’s (press, publishing, music,
audiovisual industries, but also the fashion, design and tourism industries ...). What might be called the "new paradigm of
creative industries" which appeared in the 1990s in academic and political discourse, does it allows us to identify a "new
economy of culture" as part of a sustainable territorial development?
This axis leads to several questions:
What are the new forms of organisation, structure, assessment and financing of cultural activities?
What is the role of new technologies in the development of culture? This involves questioning, for example, new communication
tools for the benefit of cultural organisations and events, the role of information systems or social networks, the new means of
distribution and access to culture (with examples such as virtual museums) ...
What is the role of culture in sustainable tourism development policies? How should one incorporate the heritage dimension and
local cultures?

Axis 5: Vocational education and training facing the challenges of Employability and Culture?
1. Employability and training in the cultural sectors
Taking into account the improvement of employability through education and basic training, how do we take into account the real needs to
meet the current and future challenges of the labour market? How do we define the basic requirements for training?
To answer this question, it is necessary to consider the contribution of education and training to the professionalisation of the culture
businesses (events management companies, museums, infrastructure ...)? How to train for careers in culture, heritage and tourism? Are the
sectors of tourism and culture lacking of specific training?
It is also interesting to understand the culture sector as a labour market and analyse their employability in the Mediterranean. What are the
requirements for employment in this sector? What kind of opportunity the development of culture and cultural policies has to offer in terms
of job creation?
2. Culture as Enrichment of Education and Training
The role of culture in the change process also needs to reflect on how the learning of culture is integrated into trainings.
Is there a way to improve employability by learning interculturality and cultural practices? Particularly in areas of innovation and creativity.
Can culture be a basis for the definition of essential skills to facilitate the transition from school to working life and to support learning
throughout life?
Core competencies to define the needs of professional training and teachers’ expertise (knowledge of languages, history and culture as basic
knowledge, cultural diversity, etc.) can also be a focus point. How should education and training policy be adapted?
3. Training and its Cultural Characteristics
Change of culture in education and basic training should respond to a change of culture in economy and society, and should contribute to
cultural change in the economy and society:
-need to provide education and training in line with the creation of new types of jobs
-the need to develop new vectors of communication: new technologies, social media, etc.
-the need for an environment that leads to culture change: entrepreneurship, innovation, creativity...
-education and training should be explicitly linked to evolving professionals
Culture is part of the economy, and education and basic training should seize the opportunity to include cultural entrepreneurship,
craftsmanship, partnerships,
This axis also questions the interaction effects of culture on vocational training in the Mediterranean region.
Is good training universal? Should training be adapted to the cultural context? What about policies for vocational education and training

The Scientific Committee ranks paper proposal on a three point scale::
Acceptance without modification

Rejection of the proposal

Extended Deadline for submissions : 10 June 2013
Opinion of the committee and notification of acceptance: from July 5th, 2013
Return of final versions: September 2nd, 2013

Languages
Paper proposals may be submitted in English and in French. Both languages will be also used for communication and discussion.
Format for a paper proposal
A summary of maximum 2 pages stating clearly on the front page: the paper title as well as author’s name, affiliation and contact.
The summary must state the research methodology and empirical techniques used.
Format for a final paper
The final text must not exceed 25 pages (including bibliography and appendices)
The 1st page must specify the title of the contribution, name(s) of author(s), the Institution (s) to which author(s) belong(s), author(s)
contact information .
Communication must begin with a short summary in English and French (10 lines maximum) pointing out 5 keywords.

Format for testimony proposal
A maximum 2 pages summary of the proposed presentation, in English or in French, together with Curriculum Vitae.
The first page must clearly state the title of the testimony, the author's name, affiliation and contact information.

MED 6 PhD WORKSHOP IN PUBLIC MANAGEMENT
AIM
The aim of the PhD workshop is to bring together young researchers in public management who are involved in work
on the Euro-Mediterranean zone and who comes from both the North and South of the Mediterranean
MED 6 PhD Workshop offers PhDs students a unique opportunity to present their work to well-known professors in
the Euro-Mediterranean zone, experts in public management and in cultural sector. It also encourages doctoral
students to submit their research results to the test of external validation.
MED 6 PhDl Workshop allows sharing, learning and helps to consolidate the community of young researchers from
the Mediterranean Basin initiated from the first MED

PhD WORKSHOP PROCESS
The workshop takes place in 3 steps:
Module I « Presentation / Discussion »
in plenary session
- Each participant has the opportunity to introduce
himself and his thesis subject for 5 minutes in plenary
- Academic organizers highlight the strengths of the
discussion and identify three or four themes that will
be further developed in small working groups.
Module II « Working groups »
- Each participant presents his work for fifteen minutes
and can address epistemological, methodological or
theoretical issues under the supervision of one or two
academic leaders; it can also be an opportunity to
discuss the possibility of publication.
HOW TO SUBMIT AN APPLICATION
Module III « Conclusion » in plenary session
SELECTION CRITERIA
The presentation should focus on thesis work, detailing the advancement.
Points that are raised can be theoretical, methodological and / or empirical.
The student may also address issues he wishes to discuss during the
presentation.

We particularly encourage applications from PhD students in their 2nd or 3rd year or
from those whose thesis is already well under way but not yet finalized
The academic organizers for the Doctoral Workshop carry out the selection of
proposals
Proposals will be selected according to the following criteria:
- Originality and novelty
- Clarity
- Rigor and relevance of the methodological approach to the research question
- Creativity
- Quality of bibliographic references
- Potential contribution to research in Public Management
- Writing style
FORMAT of PROPOSALS
The submitted document, no more than 5 pages long, presenting a thesis-in-progress must:
- Provide a half-page maximum summary in English and / or French;
- Propose a specific research question of interest to the Euro-Mediterranean area or that can find a possible application in the Mediterranean, and addressing
issues of Public Management; Present preferably a sketch of the theoretical framework, a methodology section and if possible empirical evidence;
- Offer preliminary findings and elements for discussion;
- Include the limitations of the research.
The first page shall indicate:
- The name of the author and complete contact information,
- The institution to which he/she belongs
- His/her thesis director
- His year of doctoral programme
- Key words from his/her research question
Working languages
Proposals for papers may be in French and English. Both languages ​will be used for
communication and discussion

Special arrangements are provided for PhD attending MED 6 PhD Workshop:
MED 6 is covering attendance fees to the Doctoral Workshop and Conference access fees.
Financial assistance may be granted in the form of a contribution to costs of transport and
accommodation. Applicants may contact the office for registration. The number of places
being limited, the allocation of financial assistance will be based on a selection upon the
quality of the submitted academic application, consistency of the application for financial
assistance, and date of presentation of the request.
Financial assistance will be paid at the end of the conference in the form of bank transfer
(only on receipt of original invoices).
