iHTP Concept and Methodology
The integrated Healthcare Technology Package
(iHTP) is an intervention-based healthcare
resource planning tool.
Resource = Human resource, medical devices,
pharmaceuticals, facilities
It integrates healthcare needs, disease
epidemiology, patient demographics, clinical
practice, and technology constraints to define
the resource requirements necessary to deliver
a defined set of health services
WHO | Dec 2007
Providing effective and efficient health care
involves putting together many resource inputs

Key Questions
Is the DRC's Health Systems Strengthening Strategy
(HSSS) affordable?
WHO | Dec 2007
•
What resources (human resources, equipment,
drugs, facilities) are necessary to revitalize a
health zone and provide basic health services to
the population?
•
What are the operational costs?
•
What resources are necessary to scale up health
service delivery from the present state?
Scenario development

iHTP objectives in Ukraine
Which types and quantities of resources are needed
in order to enable the essential perinatal package in
the Ukraine

What are the ensuing costs per time interval (e.g.
one month or one year).

Validate the iHTP mapped perinatal package against
a number of existing facilities. What are the main
deviations observed? (e.g. is there a major lack or
excess of human resources?)

What are key constraints impeding the
implementation of the new standards?
