Convergence for Enhancing Productivity and Resources’ Efficiency

• • • • • • Food, income, employment and environmental securities is the supreme national interest.

Progressive economic reforms, enabling policies, innovative schemes and investment portfolio like RKVY, NREGA, BRGF, NHM, IWMP …….. etc. of the 11 th Plan provide lot of opportunities and scope. Convergence through net working, harmonizing, rationalizing and synergizing in the planning process has tremendous possibilities.

However convergence is a difficult mathematic (i) We do not want 2 + 2 equal to 4 ?

(ii) We want 2 + 2 = 6 or more?

We have to plan for tied funds, fill up gaps with untied funds and provisions have been enabled in various guidelines.

Decentralization for regionally differentiated development through RKVY, Watershed Projects, NAREGA, BRGF ….etc. is a genuine 2 approach.

• Decentralization of various functions of SLNA, SLSC in the new guidelines of watershed development projects and RKVY have been institutionalised.

• Setting up of the constitutional bodies like DPC is an other driver of convergence processes.

• There could be some difficulties with a few clauses of various guidelines of the schemes to be converged and there are mechanisms to overcome some of the impediments 3

• To establish convergence and synergy among ongoing developmental programmes for sustainable livelihood and food security.

• To ensure proper linkage in the processes, planning and implementation of various programmes • To maximize economic, ecological and social benefits from existing investments and infrastructure created under various programmes/schemes 4
