Main responsibilities of the Black Sea
Basin Directorate
Integrated water management through development and implementation
of:
• River Basin Management Plan acc. to the Water Framework Directive
(WFD) and its actualization by 2015.
• Management Plan for flood risk acc. to Directive on the assessment and
management of flood risks (FD) - by 2015
• Marine Strategy acc. to Marine Strategy Framework Directive (MSFD),
including:
 Initial assessment of the marine environment, establishment of
ecological criteria, targets and indicators for achieving of good
environmental status (GES) by 2020.
 design of monitoring programs by 2014 and its implementation by
2015.
 preparation of programs of measures by 2015 and its implementation
by 2016

Programme BG02: Interated Marine and Inland Water Management:
Call BG02.01: More integrated management of marine and inland water resources:
1. Development/implementation of studies/ tools/ methodologies which could feed into
the program of measures (such as tools and studies for cost benefit assessments
according to Art. 13 of the MSFD, tools and assessment of effects of measures, tools
and assessment of disproportionality).
2. Development of program of measures under Art. 13 at sub-regional and regional level
coordinated with the PoM in RBMP (WFD) including measures related to climate
changes.
3. Pilot integrated assessment of the pressure and impact and planning of measures in
selected areas / water bodies and an estimate of the effect of measures.
Call BG02.02: Improved monitoring of marine waters
Initial assessment gap filling and enhancing of the marine water monitoring programs
through specific investigations like: scanning and mapping of the marine bottom by
ROV equipment; pilot study and identification of the basic priority and specific
pollutants in the marine environment.
