historical national standards, which will help DOE
meet its TSP mission statements
Ensures all DOE standards users have access to
a more complete collection of information




Many sites have no access--estimated 70% of DOE
sites without access today
Some sites are using CD-ROM standalone systems
Minimizes the unknown costs incurred by payper-view services (like IHS’ TDX & Global service)
Obtains the highest Return on Investment

Requirements Definition

To develop a proposal for DOE, we
need the following elements:



Validation of the CORE requirements for DOEwide access.
Validation of the sites that will be included?

How many users?

Possible impact of contractor access?

Type of need at each site.
What are unique requirements at each site--we
can accommodate these in a “sub-account”
license and control the access to just specific
sites.

August 5)

developed by IHS to meet these

this input will help drive the SOW
and Sole Source Justification

Considerations and Conclusions

The DOE CIO is willing to support the
management and implementation of a DOEwide solution--they apply a 3% fee to do so



Ann Edwards is the COR (301 903 2361)
The DOE CIO will ask each site to contribute
funding to this solution; no mention of their
funding the entire system has been made
Our target for implementation is January
2003 (all IHS contracts that will have
renewed prior will be pro-rated and the
balance applied to the DOE-wide Solution)
