• Priorities include:
• Basic Needs: Programs that respond to an acute need
where no other options exist and such a response is
temporary in nature (examples include food assistance,
homeless shelters, case management, etc).
• Children and Youth Educational Programs: Programs that
provide childcare and educational opportunities for children
and youth.
• Economic Development: Create or support places for
people to work and shop within their neighborhood, as well
as the means to gain and maintain employment.

Area Basis
• Designed to address deteriorated physical environment (not based on income of
residents)

• Public improvements must be in a general state of deterioration or
• At least 25% of properties meet deterioration criteria (e.g. abandonment, high turn
over, decline in property values)
Spot Basis
• Activities that address specific conditions of blight, physical decay, environmental
contamination not in a slum/blight area
• Limited Activities: acquisition, clearance, relocation, historic preservation,
environmental remediation, building rehab
• Acquisition & Relocation must be tied to another eligible slum/blight remediation activity
• Rehab limited to addressing health & safety issues

REQUIREMENTS
Requirements
• Receiving a federal grant from the City means:
• Complying with all applicable federal and local regulations and
policies.
• Keeping Records & Maintaining Strong Fiscal Management
Systems
• Agreeing to be Monitored by HUD & City
• Participating in Reporting (Quarterly Reports)
• Complying with Contract Terms & Schedule
• Maintaining Contact with City about Project Progress
• Projects may be renegotiated at Contracting, if funding
reductions occur or the initial activity needed revisions for
eligibility/program reasons.

• Contracting Requirements:
• Attend Program & Fiscal Workshop
• Attend One-on-One Session with City
• Update/Upload Information in the database, including:
• Revised Scope of Work (If applicable)
• Revised Budget (If applicable)
• Insurance (With city added as additional Insured)

ENVIRONMENTAL REVIEW
Environmental Review
• The City of Providence will conduct the
Environmental Review for Subrecipients
• However, Subrecipients must understand the
time restraints & limitations.
• Remember NO WORK can be done until an
Environmental Review is completed.
• In most cases the City will not sign a
CDBG/HOPWA contract until an Environmental
Review has taken place.

UNDER NO CIRCUMSTANCES:
• Can a construction or acquisition project
undertake tasks (even with nonCDBG/HOPWA funds) prior to an
environmental review being completed.

• Applies to Construction Projects funded with $2,000+
• All laborers and mechanics employed by contractors or
subcontractors
• Requires payment of at least prevailing wages

• All laborers and mechanics must:
• Be paid not less often than once a week
• Receive at least 1½ times regular rate of pay for all hours worked
over 40 per week
• Each employer must:
• Submit weekly certified payrolls reflecting all hours worked

Reformed Ordinance In Effect
Ordinance was revised in June 2012:
Obligation applies to grantees that annually receive a
combined total of $25,000 or more in grant funding and have
5+ employees
First Source obligation applies for the entire duration of the
grant period

Eligible grantees are required to:
Complete and submit a Job Vacancy Form for every job opening within your
organization as soon as your recruitment process begins
Submit a Quarterly Hiring Report summarizing all hiring activity.
These reports are due to First Source no later than Oct 15, Jan 15,
Apr 15 and July 15
Job Vacancies apply organization wide, not to just the
program /project funded with the grant(s)

WBE/MBE
MBE/WBE Requirements
Compliance with City Ordinance:
Must make every attempt to meet the following:
• No less than 10% of the procurement or constructions costs for
the Project is to be awarded to Minority Business Enterprises (MBE)
• No less than 10% of the procurement or constructions costs for
the Project is to be awarded to Women Business Enterprises (WBE)
If not, a waiver must be sought from the City.
MBE/WBE Requirements
A minimum of one bid from an MBE or WBE is required on bid
solicitation.
