Activities on hold: decreasing involvement in activities by
Eurogas  members left due to sector unbundling

Meeting with Commission to discuss future work of the
committee (Commission proposal of a future SSDC Energy)

Discussions with Eurogas preseident on the future and
contact with other potential associations to join the SSDC

Extractive Industries

Covers energy and non-energy raw materials, excluding the
extraction of crude petrolium and natural gas

Future of coal mining has been a prioritiy issue in the recent
years: State Aid to Coal, Climate and Energy policies, ETS, but
also the monitoring of future occupational exposure limits of
NO2 and NOx in the EU

Draft discussion paper on the Future of ETS  proposal by
SWP IP and discussion in IP Committee on 15/16 May

Discussion triggered by US developments: prices for gas
dropped and is 4times lower as in Europe (different
mechanisms!)





Controversial discussion of environmental consequences of hydraulic
fracturing (ʻFrackingʼ): seismic activity, groundwater pollution, traffic
noise
In Europe the preconditions may be different: estimated recoverable
resources, population density
What is more: GHG footprint and emission reduction targets, potential
for creation of new jobs?, public acceptance

8. EU legislation proposal – safety on offshore oil
and gas platforms
 Proposed Regulation from 27 Oct 2011 (2011/0309 (COD))

Ad hoc Work Group was established to discuss the TU position
 industriAll position – main demands:

Supports ambitions for safety culture and transparency, but regulation
inappropriate tool
Directive would allow for different approaches of equally high
standards (with regard to best practices)
Proper workers/TU consultation in setting safety standards!

 Trilogue EP, Council and Commission agreed on a Directive (EP
vote expected on 20 May 2013)
 Sharing of best practices, implementing highest safety
standards across Europe, goal-setting approach
 Reference to workers participation and consultation
mechanisms on tripartite basis (Art. 14a) in line with ILO
convention no. 144
 EU Offshore authorities Group – industriAll Europe has been
invited
 requirement for workers participation and tripartite
cooperation requires our attention: national transposition
processes and the how-to-do-it.
