PORTABLE ELECTRONIC
DEVICES – STUDENT USE
A. Definition
Portable electronic communication
devices (hereafter referred to as
electronic devices) are devices that
emit an audible signal, vibrate, display a
message or visual, or otherwise summons
or deliver a communication on behalf of
the possessor.

electronic devices on school property
and at school- sponsored events on and
off campus is a privilege, not a right.

students may use devices to participate
in teacher-approved activities and for
educational reasons in support of
Frederick County Public Schools (FCPS)
curriculum for instructional purposes,
such as keeping track of classroom
assignments, research and other
related class activities.

permitted if the student and
parent/legal guardian accept the terms
outlined on the “Device Permission
Form” provided by the school.

School system staff reserves the right to
revoke privileges associated with this use
under any of the following conditions:
– a. Disrupts the learning environment or
approved school activity.
– b. Poses a threat to academic integrity.
– c. Violates confidentiality or privacy rights
of others during the school day as well as
during after-school activities or the safe
transportation of students.

take or transfer (anything)/any image or
recording at any time on school premises
without teacher permission.

4. At the elementary level, use of
electronic devices may be permitted
with the approval of the principal. If
approved, all provisions of this regulation
will apply.
C. Theft/Damage Disclaimer
Frederick County Public Schools is not
responsible for theft or damage to
the electronic device.
Students are encouraged to record a
device’s serial number to have
available in case of theft, which is a
helpful tool when reporting the
information to law enforcement.
D. Students found to be in
violation of this regulation are
subject to disciplinary action in
accordance with FCPS
Regulation 400-8 and acceptable
use of digital networks and
online resources in accordance
with FCPS Regulation 400-73.
E. A school administrator
reserves the right to take
temporary possession of an
electronic device during a
student discipline investigation
to ensure the integrity of the
fact-finding process.

When signed and returned, the parent of a
BYOD student:
– Agrees that their student may bring
personally owned device to school for
instructional use only.
– Agrees FCPS is not responsible for any
device or data loss, theft, damage or
other associated costs for device
replacement or repair incurred during the
school day or at home as a result of
participation in this program.

of a BYOD student:
– Indicates understanding that FCPS
staff will be unable to store, support,
or troubleshoot student owned
devices.

BYOD student:
– Indicates understanding that FCPS uses
technological measures such as filtering
to promote Internet safety. Filtering limits
students’ ability to access harmful Internet
sites from any device connected to the
FCPS network, but only when this
equipment is used in school on the FCPS
network.

of a BYOD student:
– Access through cellular networks
does not provide the same measures
of filtering. Students should only use
the FCPS network (not private
cellular service) for Internet access
while on FCPS property.

purpose of allowing BYOD device use is to
participate in teacher-approved activities

in accordance with FCPS regulations

Students may use the registered devices
to complete activities in class, complete
homework, collaborate in real time
research projects, access Web sites with
curriculum-related content, keep track
of classroom assignments, record journal
entries, and participate in other
approved instructional activities.

Devices are the sole responsibility of the
student. FCPS accepts no responsibility for
the security or safety of the device.
Students are responsible for the security of
the device. Teachers and other staff will
not store or hold onto devices. School
technology staff or teachers will not
support, repair or troubleshoot student
devices.

It is recommended that devices come
to school with a full charge. Students
should be made aware that the school
is not responsible to provide an
opportunity or the necessary power to
charge their device during the school
day.

FCPS does not provide or require
applications or software for personally
owned devices. Classroom lessons will
be tailored for technology that all
students can access. If possible, a
student may choose to complete the
same lesson on his/her personal device.
– Most BYOD activities are web-based.

If the device breaks while at school, the
student will put the device away and
take it home at the end of the school
day and then the student and parent
can troubleshoot the device. FCPS has
limited resources and cannot provide
comprehensive support for the wide
variety of devices allowed under this
program.

To facilitate instruction and practice
Internet safety, FCPS’s Internet
connection is protected by an Internet
content filter. Cellular data plans do not
use FCPS’s Internet connection and,
therefore, do not use FCPS’s Internet
content filter. Students should only use
the FCPS WiFi Internet connection with
their BYOD equipment while on FCPS
property.
FAQ about Device Use
Personally owned devices are a
supplement to equipment already used
in the classroom. BYOD is an optional
program and not required. In the future,
if a teacher requires a device for
instructional purposes and a student
does not have one, a device will be
provided.
