• 1992 Start of the GMP programme
• 1995: Directive 95/69 EG with basic
quality requirements
• 2000/2001: start of the GMP+ programme
• (GMP + HACCP)
• 2003: certification by certification bodies
(instead of KDD)
• 2005: Reg. (EG) 183/2005 with HACCP
• 2006: Modified GMP+ certification scheme
for the animal feed sector 2006
Development of GMP Road Transport
• 1999: Start of GMP road transport
• 2000: Certification by certification bodies
• 2000 - present day: Changes to load classification
• 2005: Reg. (EG) 183/2005 with HACCP
• 2006: Modified GMP+ road transport
GMP (road) transport international:
• Cooperation from 2000 onwards with Ovocom (B)
• Cooperation with respect to inland waterways with
Belgium and Germany
• Many foreign companies participate
Why redesign the GMP programme?
Reasons:
 ISO 9001:1994  ISO 9001:2000
 NL-HACCP Food has been updated
 Improve accessibility
 more logical sequence, remove duplicates
 National focus  international (EU)
 Ready for accreditation
 Change to Feed Hygiene Regulation (Reg. (EG)
183/2005)
Final result
The GMP+ certification scheme is:
• Up-to-date
• Robust
• Applicable internationally
• Covers complete animal feed column
• Is supported by the animal
production chain
• Animal Feed Hygiene Regulation proof
Animal Feed Transport Legislation
European legislation:
• Reg. 999/2001: processed animal proteins
(BSE)
• Reg. 1774/2002: animal by-products reg.
• Reg. 178/2002: general food legislation
• Reg. 183/2005: animal feed hygiene reg.

Animal Feed Hygiene Regulation (DHV)
• Part of the total hygiene package 2006
• Sphere of operations: all animal feed
activities,
from primary product through to
trading and transport, incl.. import.
• Replacement for the approval and
registration directive
(Directive 95/69)
• HACCP is an obligation (Art. 6 DHV)
Animal Feed Hygiene Regulation
• Registration or certification for all
animal feed companies:
anyone who produces (including primary production), treats or
processes, trades or transports the animal feeds or raw
materials
• Scope of the DHV is much wider than the
current approval directive 95/69 (EG)
• Registration can also be withdrawn
• Obligation to purchase from a
registered company
• Introduction of guides for best practice

Structure of GMP+ road transport
Based on:
• HACCP Foodstuffs NL
• ISO 9001-2000
• Animal Feed Hygiene Regulation
• Experience with GMP+ standards
General structure of the standard
8 chapters, as in ISO9001
1 to 3:Scope, definitions, etc.
4:
Feed Safety System
5:
Management Responsibility
6:
Management of resources
7:
HACCP + Process control
8:
Measurement, analysis and
improvement
New structure of GMP+ road transport
• GMP B4.1 is a stand-alone standard
– see GMP01 + GMP07 and appendix
– all requirements with respect to transport now in
GMP B4.1
– sections with *) are the same as the
sections of other GMP+ standards
+
• Appendix 14 Road transport
– see appendix to GMP07
– preloading list with cleaning regimes
– information on cleaning regimes (previously
included in GMP07)
Amendments to the content
• Quality
feed safety
• New ISO 9001:2000 content/structure
• Ending of GMP07 grain-after-manure regulation
• Loading category road transport = LR
• Integration of elements from
Animal Feed Hygiene Regulation
• C&D rules for (processed) animal proteins
• C&D rules for animal by-products
(to be changed in 2006)
Elements of Animal Feed Hygiene Regulation
I I. General requirements:
II. Basic
1. Documentation and
registration
requirements:
2. Identification and
traceability
1. Personnel
2. Infrastructure
- buildings
- means of transport
- loading compartments
3. Complaints registration
3. Cleaning
4. Waste control
III. HACCP:
Transport sequence and cleaning regimes
Elements of Animal Feed Hygiene Regulation II
• Obligation to apply HACCP
• Generic HACCP for animal feed transport
• Result: specific control measures
– transport sequence
– cleaning and disinfection regimes
• Conclusion: companies which use the GMP
road transport
do not need to draw up their own HACCP
plan.

C&D (processed) animal proteins
• Requirements of the EU BSE regulations:
– approved cleaning procedure and
inspection by the competent authority
– competent authority in NL is the VWA
• VWA interpretation of these requirements:
– approval of cleaning procedure
– reporting of cleaning to the VWA
– random sample check on the
cleaning by VWA (comparable to MOT
inspection)
C&D (processed) animal proteins
Dicalcium phosphate and tricalcium
phosphate, blood meal and blood
products, biological fertilisers and soil
improvers
- Loading category LR1
- Approved cleaning procedure VWA
- Reporting of cleaning to the VWA
C&D (processed) animal proteins
Fish meal:
- Loading category LR1
- with cleaning procedure approved
by VWA, vehicles may be used after
fishmeal
for other purposes
- reporting of cleaning to the VWA
If the next load is feeds with fishmeal:
Loading category LR4
C&D (processed) animal proteins
Animal feeds with fish meal, dicalcium
phosphate and tricalcium phosphate and
blood products from non-ruminants, if the
next load is feeds for ruminants:
- Loading category LR1
- cleaning procedure approved
by the VWA
- reporting of cleaning to the VWA
If the next load is feed for non-ruminants
then loading category LR4 applies
C&D animal by-products
•Animal By-Products Requirements
Regulation
-Cleaning and disinfection after every
use of the means of transport
•This relates to all feed materials of
animal origin
- dairy products, animal fats, etc.
-is still loading category LR4
-but will in 2006 be loading category LR2
-in accordance with the VWA C&D framework
C&D animal by-products
Easing of the VWA C&D cleaning and
disinfection framework after every use:
-If the next load is the same
product from the same producer
then cleaning and disinfection
take place periodically at the end of the
working day
-For melted fats periodic
cleaning and disinfection may suffice
at for example 1x per
day of 1x per week
Practical consequences of the
transition
• GMP road transport becomes GMP+
• Transport logo lapses, there is a single GMP+ logo
• Content of manuals in accordance with the new
GMP B4.1 and/or by way of a good
cross-reference table
– Cross-reference tables www.pdv.nl

Transition period GMP 2003 - 2006
• Per 1 January 2006
– GMP+ 2006 replaces GMP+ 2003
• 2006 transition year
• GMP participant: contract GMP+ 2006
• Audit on the basis of GMP+ 2006
• Certificate GMP 2003
Certificate GMP 2006
Procedure for a request for loading
classification
• Procedure for the submission of a
request for (re)classification of loads is
unchanged
• Classification of loads continues to demand much
attention, partly because of:
- Compatibility with international
systems such as Leitlinie Futtermitteltransport and Qualimat
- Questions from the government related to
the animal feed hygiene regulation
Unannounced audit road transport
• Pilot unannounced audit
• Audit at the company gate
• Start pilot 1 January 2006
• Initially only participating
CI Vianorm road carriers
• End 2006 evaluation and decision-making
on final implementation of new form
of unannounced audit
Digital database of prior loads
• Digital list of prior loads on-line
available
• Easier and faster searching the list
-Search by product name, unique
number, loading category, synonyms
• Prior load information in 4 languages
(NL, EN, D and FR)
• Paper printout of list remains available
GMP-certified cleaning locations
• Draw up criteria for cleaning locations
• Cleaning locations certified by
government for times of contagious
animal illnesses
• Optional module linked to GMP+
