GCS SBIR Engagement History
Prior to 2009 the SBIR process at GCS was adhoc at best
• A few successes, SeaLancet (LCS-UXV Communication package) etc. • No concerted effort to leverage the SBIR investment made by the DoD • Primarily pushed by Small Business Office
Other Harris Segments are primarily product and services focused
• RFCD and INS less focused on technology maturation for large programs
First SBIR workshop conducted in concert with the AF CPP office in 2010
• Workshop lead by the AF Senior Executive Account Manager Advanced
Program Engineer (SEAM APE)
• Traditional technology gap analysis drove initial selections • Advanced Science and Technology Department (AS&T) provided SME
support along with other business units
• Identified one transition opportunity • ~7000 contracts to ~50 phone screens to ~20 Invitees to 1 opportunity

chance of a transition, don’t invite them [ SBIR firm] to the workshop”

Keys to successful SBIR Organizational Structure
• Lead by an organization responsible for technology planning
development and maturation
Technology maturation needs to be part of organizations charter
Leveraging SBIRs is then a logical extension of charter
• Lead by an organization which influences and controls
internal discretionary investment
Engagement with SBIR firms requires discretionary funding of several flavors ( IR&D, DS, B&P, Capital, etc)
This is a leveraged investment, it is not free!
• Partner with Government facilitators
