GCS SBIR Engagement History

Prior to 2009 the SBIR process at GCS was adhoc at best

A few successes, SeaLancet (LCS-UXV Communication package) etc. No concerted effort to leverage the SBIR investment made by the DoDPrimarily pushed by Small Business Office

Other Harris Segments are primarily product and services focused

RFCD and INS less focused on technology maturation for large programs

First SBIR workshop conducted in concert with the AF CPP office in 2010

Workshop lead by the AF Senior Executive Account Manager Advanced

Program Engineer (SEAM APE)

Traditional technology gap analysis drove initial selectionsAdvanced Science and Technology Department (AS&T) provided SME

support along with other business units

Identified one transition opportunity ~7000 contracts to ~50 phone screens to ~20 Invitees to 1 opportunity

SBIR Technology Transition Plan (STTP) just signed (3/2012)

Second SBIR workshop conducted 2011

Workshop lead by the AS&T OrganizationAS&T provided SME support along with other business units

Traditional technology GAP analysis drove initial selections

• • More focus on finding the “Diamonds in the Rough”“If after the due-diligence you don’t believe there is a better than 50%

chance of a transition, don’t invite them [ SBIR firm] to the workshop”

• • ~7000 contracts to ~70 phone screens to 26 invitees to 7 opportunities

STTP in process for 2 of the 7 opportunities

The Real Work begins after the SBIR Workshop

For FY2012 SBIR transition has been integrated into GCS technology planning process

Advanced Studies Group is responsible for managing GCS’

strategic technology plan

Emphasizing various components in the technology planning

Independent Research and Development (IR&D)

Funded University Research

 

Sponsored DoD Lab Studies and PORs Strategic Partnerships

SBIR Firms GCS is consulting with 6 SBIR firms on various Phase I projects

Tied in to the technology from the startBetter positioned for transition at end of Phase 2 Approved for Public Release NON-Export Controlled Information

Summary

Keys to successful SBIR Organizational Structure

Lead by an organization responsible for technology planning

development and maturation

Technology maturation needs to be part of organizations charter

Leveraging SBIRs is then a logical extension of charter

Lead by an organization which influences and controls

internal discretionary investment

Engagement with SBIR firms requires discretionary funding of several flavors ( IR&D, DS, B&P, Capital, etc)

This is a leveraged investment, it is not free!

Partner with Government facilitators

AF CPP Office and other SBIR offices are invaluable
