IV Mediterranean Forest Week, 17-18 March 2015, Barcelona, Spain
Mediterranean Urban and peri-urban forests (UPF) for improving the environment and the
quality of life in our cities
“The value of networking and knowledge
sharing in advancing the urban/periurban
forestry agenda”
Silva Mediterranea Working Group On Urban And
Peri-urban Forestry (WG7)
by Simone Borelli
Agroforestry and Urban/Peri-urban Forestry Officer, FAO
Role of UPF in the
Mediterranean
The Mediterranean is one of the most altered and
urbanized areas of the planet (626 million inhabitants
by 2050), however:
• Forest and tree cover is limited
• UPF is not viewed as a “mature” scientific
discipline and as a strategic factor for development
• Weak partnerships and low awareness
• Lack of UPF national strategies
• Limited information on size and potential of UPF
Inception
In 2011, MedWays posed these following key questions:
• is UPF a current working concept in Mediterranean
countries?
• is UPF integrated in town policies?
• what are the relationships with the other urban
planning issues?
• which policy tools have been identified and applied?
• are there commonalities between Mediterranean
countries?
Silva Med 21: Mandate
Knowledge exchange
UPF networking
strategy
Act as a neutral forum
Priorities
• Improve North-South and South-South
cooperation
• Raise local and regional awareness on the
benefits and income related to the presence
of forests and green infrastructure in and
around cities
• Push green infrastructures and UPF upward
on the political agendas and build a common
strategic vision on green infrastructure and
urban forests
• Promote economic, environmental and social
sustainability in urban and peri-urban areas
Members
• Experts/institutions from the 27 Silva
Mediterranea member countries
• Voluntary basis
• Focal points for their country,
• Meet twice a year to highlight priorities and
plan activities
• Actively contribute to the activities
• Nominate the coordinators of the Secretariat
among members (130 from 16 countries)

Vision
Promote the strategic
planning of the integrated
system of trees and
green spaces found in
and around urban areas:
the so called green
infrastructure
Main areas of activity
• Preparation of publications and documentation on the
role of the WG7 and on the UPF expertise acquired in the
Mediterranean region
• Definition of terms, standards and indicators about UPF
and related concepts
• Organization of meetings and workshops and side
events
• Preparation of regional project proposals
• Development of guidelines, manuals and reference
handbooks
• Capacity building activities
Meetings
Priorities
• identify common regional indicators
• promote change of approach in governance and
management of cities
• highlight the contribution of UPF and GI in providing
ecosystem services and goods to communities
• address the issue of compact vs spread cities
• integrate activities, data, approaches, information from
the different sectors dealing with the UPF and GI issues
Priorities (2)
• promote the importance of the urban forest and green in
preserving the cultural value of landscapes
• provide evidence of the contribution of urban forests and
green to the quality of life and economy of cities
• promote conservation and restoration at habitat level
• promote communities and civil society’s involvement
• address the issue of UPF/fire risk management
• promote a city-region approach to UPF
Activities
• Indicators for assessment of UPF/GI in Mediterranean
cities
– Social
– Economic
– Biological
– Structural
– Ecological
– Policy
• Communication strategy
• Scientific paper on research and development of
UPF/GI issues in the Med countries
• Policy paper addressed to the actors/stakeholders
playing a key role in the region
Activities
• Survey of the types of UPF/GI (elements and
spaces) implemented and in the region
• Database of case studies on UPF in the
Mediterranean region
• Collection of information on the state of
Urban and peri-urban forestry
• Project proposals for funding
• Adaptation of the UPF global voluntary
guidelines to the Mediterranean region
• Assessment of urban and peri-urban forests
resources in «champion cities»

 Tlemcen Declaration (III MFW, Tlemcen, Algeria, 17–21 March 2013):
 promoting goods and services provided by forest ecosystems in the Mediterranean
 promoting resilience of forest ecosystems in the Mediterranean to face global changes
 sustainable management of forest ecosystems in the Mediterranean


“explore the potential of urban and peri-urban forests” to climate change, biodiversity,
urban development and urban regeneration
 European Forum on Urban Forestry (EFUF)
 experience gained by the EFUF network needs to be extended
to the whole Mediterranean region and the WG7 may ensure
this function
