Measurement is NOT:
 Always a number
 Always objective
 A means of achieving certainty
 Always an observable behavior
Measurement can be:
 A number
 A set of numbers in a graphical form
 An observable behavior
 A story or testimony about the outcome
 A trusted opinion about the outcome.
Measurement:

Metrics:
“A coherent set of measurements.”

“A system of using metrics to assure organizational
