Introduction
The components/products used in
building construction must comply
with the code,
BUT…

Introduction
The code cannot realistically include
every possible component/product
used in building construction…
WHY NOT?

3
Introduction

The code would be of
unmanageable size and
volumes!

And maintaining such a
code would be impractical

Introduction
Also, many new and innovative products continually
enter the construction marketplace:
“With modern technology advancing at a record pace, new
and innovative building products are being introduced to
the market everyday. There are thousands of
manufacturers producing millions of building products that
drive the market and influence the latest building trends.”

Shear Brace Front View

Prefabricated, wood-based, shear-resisting wall assembly

Ideal for wall bracing applications

Designed and constructed to support gravity loads and resist
lateral in-plane and out-of-plane wind and seismic loads in
wood-framed wall construction

Provides the strength of a conventional 4 foot structural
panel in a single 12 inch - or 18 inch - wide member

Examples of New and Innovative
Structural Products
Ecolite Concrete USA, Inc., Metal studframed lightweight
concrete wall panels:

Prefabricated, noncombustible solid wall panels made from
50 percent recycled materials

Materials emit no volatile organic compounds, and the
small volume of concrete used reduces carbon dioxide emissions

Weighs approximately 40 percent less than conventional precast
concrete wall systems
Ecolite wall panels were used in the training facility
for Military Operations in Urban Terrain at the U.S.
Army’s National Training Center in Fort Irwin, CA.

Introduction
If these components/products/systems are not
in the code, then…
…HOW ARE THEY APPROVED?
8
Administrative Provisions
IBC Section 104.11
“Alternative materials, design and methods
of construction and equipment.”
9
Alternative Materials, Design and
Methods of Construction
IBC Section 104.11
“The provisions of this code are not intended to
prevent the installation of any material or to prohibit
any design or method of construction not specifically
prescribed by this code…”
Continued
10
Alternative Materials, Design and
Methods of Construction
IBC Section 104.11
“…if the material, method or work is equivalent to
that prescribed in this code in quality, strength,
effectiveness, fire resistance, durability and safety…”
Continued
11
Alternative Materials, Design and
Methods of Construction
IBC Section 104.11
“…provided that any such alternative has
been APPROVED…”
APPROVED BY WHOM?

ICC-ES Allowing Innovation
in a Safe Manner

The code allows for innovative products to be used
in construction, but they must be approved by the
building official

ICC-ES also provides/creates criteria that enable the use
of innovative products

ICC-ES enables code officials to approve innovative
products with confidence
16
Who Has the Responsibility?
Q: Who has the authority and responsibility to review
and approve alternative materials, methods, research
and test reports?
A: THE BUILDING OFFICIAL

The Solution
Building Official:
“If you only had an ICC-ES Report
for your Super Shear Wall”

Building Official’s Preference
2006 Nationwide Survey of Building Officials:
80% of Building Officials
prefer ICC-ES Evaluation
Reports over other
evaluation resources for
approving building products

Actual Case
Telephone conversation with an architect on
September 8, 2008:
Architect: “Mr. Smith, we are having trouble with a
jurisdiction in Northern California approving a standing
seam steel roof deck that we specified on a building.”
Mr. Smith: “What seems to be the problem?”
Architect: “The jurisdiction wants an ICC-ES
Evaluation Report for the roof covering, but the
manufacturer doesn’t have one. The manufacturer
says they don’t need an ICC-ES Evaluation Report.”

24
Actual Case
Telephone conversation with an architect on
September 8, 2008:
Mr. Smith: “That is correct. However, the building official
is probably not comfortable approving the steel roof deck
without an ICC-ES Evaluation Report.”
Architect: “Do you know of any steel roof deck
manufacturers that have ICC-ES Evaluation Reports?”
Mr. Smith: “Go to the ICC ES website and search under
CSI Division 5 at www.icc-es.org.”
Architect: “Thank you very much! This roof deck
approval has been holding up our permit.”

34
How Are ICC-ES Evaluation
Reports Developed?
Basis for evaluation

Code provisions


Where code provisions are applicable,
the code is the basis for evaluation
Acceptance criteria

Where the code does not address the
product or system, or is not clear about the
requirements, specific acceptance criteria are
developed as the basis for evaluation
35
How Is Code Compliance Evaluated?
Technical review

Examine product test reports, calculations, etc.,
based on code requirements or acceptance criteria

Resolve questions with applicant

Create the report

Internal review process for accuracy and
consistency

Where required by the code or an acceptance
criterion, a third party, accredited inspection agency
inspects manufacturing process and manufacturer’s
quality system
36
How Is Code Compliance Evaluated?
Inspections and Testing Requirements
Inspection Agencies:
Test Laboratories:
Must be accredited to ISO/IEC
Standard 17020, General Criteria
for the Operation of Various Types
of Bodies Performing Inspection,
for the specific disciplines they are
inspecting.
Must be accredited to ISO/IEC
Standard17025, General
Requirements for the
Competence of Testing and
Calibration Laboratories, for the
specific tests they will be
conducting.
*Accreditation must be by International Accreditation Service (IAS) or an accreditation
body that is a partner in a Mutual Recognition Arrangement (MRA)
37
How Are ICC-ES Acceptance
Criteria Developed?

ICC-ES staff works with the report applicant
to draft appropriate acceptance criteria

In some cases products can be evaluated against
existing acceptance criteria

Proposed acceptance criteria are posted on the
ICC-ES website for 30 days prior to the Evaluation
Committee Hearing to allow comments from
interested parties
Continued
38
How Are ICC-ES Acceptance
Criteria Developed?

In some limited cases acceptance criteria are balloted
to the Evaluation Committee

The ICC-ES Evaluation Committee, composed of
representatives of governmental members, has an
open and unbiased process that includes holding
public hearings, reviewing comments and voting
on proposed acceptance criteria

Approved criteria are posted on the ICC-ES website
for use by parties interested in an ICC-ES evaluation
report
Continued
39
The Final Report

ICC-ES evaluation reports represent an
independent finding of how the report subject meets
performance and prescriptive provisions in the code

The unbiased evaluation process is a way for
industries to develop solutions and create a level
playing field between manufacturers
Continued
40
The Final Report
The end result is an evaluation report that
provides the code officials and specifier
(engineer, architect) the assurance of
technical accuracy, code compliance
consistency and fairness
41
ICC-ES Evaluation Report
Maintenance

Reports are valid for a certain timeframe

New reports are re-examined one year after issuance

After the first year, the option is for a one- or two-year
re-examination

Re-examination verifies that the report subject has not
changed and code changes do not require a revision of
the report

Successful re-examination results in re-issuance of
the report
42
The ICC-ES Mark
Old Mark

May be included on the product or packaging

Products must include the evaluation report
number to reference the report for details to
verify code compliance and applicability

Both marks are valid for use
New Mark
