“New Starts” Transit Program
• Program Purpose
GROWTHMANAGEMENT
– Assist local governments in the
development of fixed guideway and bus
rapid transit projects
– Use state funds to leverage local revenues
and secure federal discretionary funding
• Eligibility
– Major new transit capital projects in
metropolitan areas
– Support local plans to direct growth where
desired
• Funding
– New statewide revenues
– Matching program to leverage local and/or
federal funds
