Covenant “philosophy”

Battle for secure energy future and against climate change is won or lost at local level ‘ Cities consume 75% of all the energy, emit 75% of all CO2 in Europe, and are the economic engines of the regions’

The Covenant Signatories commit to:

• Go beyond EU policy objectives -20% of energy

consumption, 20% of renewables in energy balances and -20% in CO 2 emission by 2020

• Support their commitment with a Sustainable

Energy Action Plan (SEAP)

• Publish periodic reports to show progress and results • Encourage other cities to join the initiative • Involve citizens and other stakeholders

Covenant of Mayors Office (CoMO) in Brussels

Promotes the initiative in the EU and beyond Provides administrative and technical support to signatories Monitors the implementation by signatories and supporting structures Facilitates exchange of experiences and networking Liaises with other EU initiatives and actors

The office is managed by a consortium led by Energy-Cities and composed of CEMR, CLIMATE ALLIANCE, EUROCITIES and FEDARENE.

Covenant Helpdesk

Jointly operated by the CoMO and by the European Commission Joint Research Center Provides personal assistance, administrative and technical support Develops in collaboration with signatories guidelines & methodological support materials for:  collecting data & elaborating a   CO2 emission inventory developing a SEAP monitoring progress

Covenant of Mayors East office in Lviv

CoMO-East office has been launched on the 20 September 2011 as a branch office of the Covenant of Mayors Office in Brussels This new office will aim at “Supporting participation of Eastern Partnership and Central Asian Cities in the Covenant of Mayors It will help and advise the Partnership countries (Azerbaijan, cities from Eastern Armenia, Belarus, Georgia, Moldova, Ukraine) and 5 Central Asian countries (Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan) in their efforts towards sustainable energy

The office is managed by a consortium led by Energy-Cities and composed of CLIMATE ALLIANCE, EECU, NL-Agency and CAREC.

CoMO-East's four principal missions

Promotion of the Covenant eastwards; 2.

Capacity building and training in support of the implementation of the Covenant of Mayors in the region; 3.

Helpdesk function and support implementation of cities proposals; to the 4.

Support to donors’ coordination for SEAP’s sector-wide approach (in particular, financing SEAP investments).
