Short description
Resolution, Conclusions and report of the Committee for the Recurrent
Discussion on the strategic objective of social protection (social security) were
adopted at the 100th session of the International Labour Conference, Geneva
June 2011.

The Governing Body of the ILO has decided that the 101th Session of the
International Labour Conference in 2012 should discuss the possible
Recommendation as a follow-up to the discussion in 2011. If adopted, this
Recommendation would provide a non-binding guideline to member States on
the implementation of national Social Protection Floors as means to reduce
poverty and promote sustainable economic and social development.
The ILO was assigned as the Secretariat of the SPG Advisory group, lead by Mrs.
Bachelet and has been actively involved in the preparatory work for the Report
entitled “Social protection floor for a fair and inclusive globalization”. Two
versions were published: an advance copy for the G20 (launch in Paris in
September) and a second version launched in New York in October. The
Geneva launch of the report was on 8 November. Both versions were

The ILO has, upon request, supported the French presidency of the G20 with
the G20 preliminary meetings in Brazil, South Africa and Indonesia and
contributed to the preparatory work by providing technical inputs on the
SPF. The preliminary meeting in Brazil resulted in the adoption of the
Declaration of Brasilia by Brazil, Mexico and Argentina. The Declaration was
subsequently endorsed at the preliminary meeting in South Africa. During the
meeting in Indonesia with the ‘Asian G20 countries’, Indonesia committed
itself to push the SPF concept within ASEAN (of which Indonesia currently
has the presidency) and include the SPF in the Indonesia Jobs Pact. A UNDPILO paper was prepared for the G20.
The Draft Resolution
on Social Protection
Education

This resolution was submitted by Unions of four different regions, promoted
by the Education and Solidarity Network and adopted unanimously. It urges
countries to implement policies for the creation of Social Protection Floors,
provide quality social protection for education professionals, and include
social protection education in education and training systems to promote a
social protection culture.

Participants presented an update of their respective core projects, followed
by exchanges on comprehensive social protection systems strategies. The
G20 DWG work on Growth with Resilience was also discussed.

A solution forum was organised by the ILO (SECTOR, PARDEV and
SECSOC) on social protection and food security .A paper on the topic was

Coalition members have successfully gathered support for the Social
Protection Floor initiative by presenting the SPF concept at various
meetings, conferences and other occasions. These efforts have contributed
to the wide endorsement of the Social Protection Floor and the inclusion of
SPF policies in numerous international documents and agendas including:
• The EU’s European Report on Development 2010/2011 on ‘Social
Protection for Inclusive Development’, December 2010,
• The Colombo Declaration of the Forum of Ministers in Charge of Social
Development from South Asia, 2011
• The Providing for Health (P4H) Initiative P4H,
• International conferences on social protection strategies in Ethiopia
(february), Kenya (march and april), South Africa (may), China
(september), Senegal (september), Lebanon (december).

A costing tool and a simplified rapid assessment
protocol (RAP - developed by the ILO in close
collaboration with UNICEF) were used and a Rapid
SPF Assessments and Assessment Based National
Dialogue (ABND) was or is being conducted.
The costing tools enable to evaluate the cost of
steps that could be taken to close coverage gaps.
They allow to simulate alternative financing options
(i.e. fiscal space analysis).
The ABND involves a procedure to assess the state
of national Social Protection Floor Policies and
identify coverage gaps building on national tripartite
consultations : the methodology/TORs for ABNDs
were finalized in July 2010.
The general framework of the ABND methodology
was adapted to each country’s needs and context
with varying degrees of modifications.

costing of benefits (RAP). A seminar was held on the
affordability of the SPF on December, 2nd at the
Brookings Institute in Washington to present and discuss

the respective countries).

Sharing innovative experiences. Successful
social protection floor experiences , ILOUNDP SU/SSC
This publication was produced in partnership between the Special Unit
for South-South Cooperation in the United Nations Development
Programme (UNDP) and the International Labour Organization (ILO).
The volume highlights 18 case studies on social protection policies from
15 countries (Argentina, Bolivia, Brazil, Burkina Faso, Cambodia, Chile, China,
Colombia, Ecuador, India, Mexico, Mozambique, Rwanda, South Africa and
Thailand) of the global South. It is the first publication to bring together
examples of social protection floor good practices for South-South
learning.

Executive Training Courses were carried out in 2011 reaching more
than 350 tripartite representatives in Barbados, Costa Rica, Haiti,
Morocco, Tajikistan, Kyrgyzstan, Senegal, Cape Verde, Guinea-Bissau,
Mozambique and Tanzania.
Training activities were held in English, French, Spanish, Portuguese and
through interpretation to Russian. Amongst the topics covered, and
depending on the length of the course, the training addresses the SPF
Initiative and the Report of the SPF Advisory Group, the Recurrent
discussion on social protection, governance and supervision of social
security schemes, and economic, financial and actuarial issues for both
decision-makers and non-specialists. The standard course material is
being disseminated and kept up to date through the Global Extension
of Social Security (GESS) platform (link).

Social Protection Education by the members of ‘International
Education’ which gathers education professionals world-wide.
