ETP: What are they?

• • ETP have to contribute significantly to the renewed Lisbon strategy development of a European Research Area and to the of knowledge for growth, and in particular to orient the industry. Seventh Research Framework Programme to better meet the needs of • Bring together the main stakeholders led by industry in an RTD field with a large market potential, and considered as strategically important for achieving Europe's future growth, competitiveness and sustainability.

Identify common RTD goals of industrial relevance by covering the whole economic value chain and develop a Strategic Research Agenda (SRA) to achieve these goals. • SRA addresses: – the technological RTD challenges which are essential for Europe's future competitiveness; – and the barriers to the timely development and deployment of new technologies and the new technology-based public goods and services.

ETP: In which field?

• The technology fields should be of strategic importance for Europe – Requiring intensive research and technology progress • There is a need to create a critical mass – public and private resources at regional, national and European level.

• There is a well identified industrial and research community – ready to collaborate in a common Strategic Research Agenda.

• There is a clear commitment from the stakeholders to invest in the implementation of the SRA – (industry, academia, Member States, the EU, financial institutions etc.).

How to Join the ETP?

• Industry, including SMEs, research institutes, universities, and NGOs in the working groups preparing the SRA:

– Express an interest and specify the commitment before the governing body of the particular ETP and follow the admission procedures.

ARTEMIS (Advanced R&D on Embedded Intelligent Systems)

Aim: Sustain Europe’s world leadership in embedded systems – e.g. for aerospace, automotive, communications, private environments, nomadic environments, public infrastructure.

Examples of expected benefits: – industry standards to ensure that systems developed by different vendors can work together.

The SRA focuses on advanced research in: – system architectures, – middleware, – design methodologies, – reference designs for embedded platforms, embedded computing and networking, – wireless sensor networks, – design and software tools, – security, interoperability, – quality of service and basic research.

NESSI

vision introduces a new technological scenario, characterized by large distributed systems with many data collection points, services, and computers that evolve data into knowledge and help humans coordinate the execution of complex tasks.

Aim: – Develop new software and electronic services architecture, based on open standards with view to provide knowledge economy development and leadership of European software industry.

Examples of expected benefits – more flexible business models, easier to develop services, greater privacy and safety in the electronic space.

ISI (The Integral Satcom Initiative)

Photonics21 (Photonics for the 21th Century)

The photonics industry plays a vital role in securing leadership in areas such as information and communications, lighting, manufacturing, security, life science and health.

• Photonics21 is a Technology Platform for all stakeholders in photonics. • The SRA will provide the critical environment necessary for visionary and industrially relevant R&D in photonic components, systems and applications. • The Platform undertakes to establish Europe as a leader in the development and deployment of Photonics in five industrial areas: – Information and Communications, – Lighting and Displays, – Manufacturing, – Life Science, – Security, – Education and Training.

Joint Technology Initiatives

• JTIs derive from ETPs with the purpose to implement a substantial part of the SRA • They are legal entities which are proposed as a new way of realising public-private partnerships in a relevant industrial research and development field at European level. • Six JTIs approved by the EC under preparation – Fuel Cells and Hydrogen (FCH) – Aeronautics and Air Transport ("Clean Sky") – Innovative Medicines (IMI) – Nanoelectronics Technology 2020 (ENIAC) – Embedded Computing Systems (ARTEMIS) – Global Monitoring for Environment and Security (GMES) www.aetic.es

ARTEMIS/ENIAC JTI –Benefits

• JTIs pool together public and private efforts in the implementation of a single research programme in a specific RTD domain which combines the strengths of Eureka and European Framework programmes – Governance adapted to tri-lateral public-private partnership: industry, Member States and Commission – Common objectives and implementation strategy – Single evaluation, selection and project monitoring processes • Greater flexibility in mobilising resources of Member States that are ready to work towards common goals – First time ever: co-funding of R&D by Community and Member States • Reduced time-to-project and time-to-market for research results in comparison with FPs www.aetic.es

Joint Undertaking: Implementing the JTI

• JTIs will be implemented by Joint undertakings based on public private partnership according to art. 171 of the Treaty • Two Joint Undertakings set up by the Community to implement the JTIs • Founding Members – European Community – ARTEMISIA / AENEAS, associations representing industry and the research community – Group of Member States that request it • Seat : Bussels – Duration till 31-12-2017, extendable – Operational costs: • EC max 10M€ • ARTEMISIA / AENEAS 1% overall project costs (max 30M€) • Member states in-kind contribution (personnel) www.aetic.es

Project awarding and funding (ARTEMIS / ENIAC)

• Evaluation and selection of projects by the JU on the basis of “excellence and competition” • Funding of projects: – EC funding via JU: up to 16.7% of participants’ costs (max budget reserved: 410 - 440 M €) – Member States co-funding up to (nationally) desired level – Combined public funding (EC+MAS) < 50% over all projects • Simplified funding scheme relies on national Grant Agreements • Monitoring of projects by the JU www.aetic.es

JTIs are open and SME friendly

• JTI openness – Adhesion of new members: • Member States and Associated Countries: by official request • Industry/research: through joining ARTEMISIA / AENEAS • Third Countries: Council agreement needed – Calls are open to any organisation from Member States and Associated Countries • SME participation – SME participation is ~40% in ITEA (Eureka cluster) and ~26% in FP6 (Call 5, embedded systems) – JTI is more advantageous for SMEs: • simplified procedures • shorter time to contract • contracting/administrative handling of costs at local/national level www.aetic.es

ETP and JTI: Conclusions

• ETP and JTI can be of high value to stakeholders and to European economy and society – build partnerships to share risk in research, concentrate resources, and compete – speed up innovation by knowledge and experience sharing – build consensus to turn research results into products and services – Increase research effort and Improve return on investment in RTD • But: – should be open and avoid closed club Thank you for your attention!
