Budget dedicated to Traning and Technology Transfer within the project framework:

225 000 Euro – Training, regional support and scholarship

180 000 Euro – Technology Transfer

Activities are defined through a TTT plan updated every 6 months

Objectives:

Provide a defined space within the project for developing technical capacities, by training
staff on the project components (topics such as GIS, remote sensing analysis, database
management, REDD+, etc)

Transfer technologies based on availability and on the needs of the region

Serve both main objectives of the project: capacity building and facilitate the regional
dialogue

What is Synthetic aperture radar (SAR) and how can it be used within the project?

SAR is a form of remote sensing technique that is used to create images of an object, such as a
landscape, based on radiometrical waves. This technique can be used for multiple purposes,
including the mapping and monitoring of forests for REDD+.

In the framework of the REDD+ for the Guiana Shield project’s training and technology transfer
component, a technical training session in SAR for forest mapping was carried out with the
following objectives :

Improve regional technical capacity on the processing of SAR images

Produce a SAR based map showing land cover classes for each country/state

Initiate collaborative work to produce coherent and unified maps over all the Guiana Shield at a
regional scale.
Organization of the training

This technical training was prepared and
performed by three GIS and Radar specialists :
Cédric Lardeux (ONFI), Pierre-Louis Frison and
Jean-Paul Rudant (Université Paris Marne-laVallée)

In order to guarantee the quality of the training,
it was organized on 3 different dates and
locations :

Paramaribo : 10 to14th of November

Macapá : 17 to 21th of November

Georgetown : 12 th to 16th of January
Outputs

The training was based both on theoretical and practical activities, so that at the end of the
training, participants were able to understand the technique and use it for further applications, on
their day-to-day work.

It helped improve technical regional capacity

All participants created a map showing land cover classes for their own country, using the same
technique and methodology.

What to do next?

A Technical Working Group associated with an advanced training in SAR processing has been
proposed during the previous session in order to consolidate the skills acquired during the first
training

Other tools on SAR are being developed to ensure that the technique is useful and used by forest
services throughout the Guiana Shield, such as :

WG3 on Multi-purpose National Forest Inventories:

Discussions recognized the problem as two-fold:



Too few people have enough skills to recognize tree species in the field
Inconsistencies between tree species lists and common vs scientific names
SCM3 allocated 30 000 Euro to a regional training session on tree species
identification, including field work and preparation of a field manual


Importance of tree species identification was recognized
Highlight that this is a challenge in the Guiana Shield region
Planned to be implemented in 2014
Need to involve expertise from outside the project team


Call for proposals launched

Where are we now in the process?

Many challenges slowed down the progress:




Four responses received to the call for proposal – need to explore further:





Delay in receiving responses to the call for proposals
Not feasible to meet the objectives completely within the allocated budget frame
Difficult language situation when working on this topic on regional level

Could expertise be combined to together provide a complete proposal?
What would be a realistic budget?
Options for SCM4 to consider

Does this remain a priority topic for regional collaboration, or is it
better to remove it from the project agenda?

Is it such an important topic that more budget should be added,
enabling objectives to be met completely?

Something in between – keep the allocated budget of 30 000 Euro,
accepting that objectives need to be less ambitious

EQUATIONS IN THE GUIANA SHIELD -
Rationale

The choice between different allometric equations has large
implications for carbon accounting.

For many existing allometric equations, the mathematical
formula has been developed based on data collected far
away from the Guiana Shield.

Directly-measured biomass data from other parts of the
world can lead to large uncertainties when applying them
on field data from the Guiana Shield

It is needed to establish new allometric equations and/or to
verify and validate existing regional or pantropical allometric
equations for forest types in the Guiana Shield.
