through Community Programmes
In the Education area, the some of the programmes are:

Tempus
European Union’s programme which supports modernisation of
higher education in the Partner Countries (of Eastern Europe,
Central Asia, the Western Balkans and the Mediterranean region)
through university cooperation projects.

More precisely, Tempus projects support:

enhancing quality and relevance of higher education in opening up
to the world of work and the society at large

enhancing employability of university graduates;

increasing capacity of higher education institutions in Partner
Countries and the EU to cooperate internationally and to
continually modernise;

enhancing inter-/trans-disciplinary thinking and working within and
between faculties and universities;

making European Higher Education Area more visible and
attractive to the world and enhancing mutual understanding
between the peoples and cultures of the EU and the Partner
Countries.

The Next Call for proposals?

Tempus has annual Call for proposals. The next Call will be open in
autumn 2011 – (October or November ), Call closes in February
2012.

It will be the 5th Call in Tempus IV phase (2007-2013)

Call will be opened for two types of projects:

Joint projects

Structural Measures
Joint Projects aim to improve the situation in higher
education institutions in one or more Partner Countries.

Structural Measures projects aim to improve the higher
education system as a whole in one or more Partner
Countries. (project objectives can target for example national
laws, organisation, coordination, accreditation, evaluation,
policy etc at national level)

Themes of projects can be:
Curricular Reform/ modernisation in academic disciplines
identified as priorities by the Partner Countries, using the
European Credit Transfer System (ECTS), the three cycle system
and the recognition of degrees
Governance Reform - university management and services for
students, introduction of quality assurance, institutional and
financial autonomy and accountability, equal and transparent
access to higher education, development of international relations
Higher Education and Society, Training of non-university
teachers, Development of partnerships with enterprises,
Knowledge triangle education-research-innovation, Training
courses for public services (ministries, regional/local authorities)
Development of lifelong learning in society at large, Qualifications
frameworks

Who can participate and who can apply?
Participants of the projects are mainly state-recognized higher
education institutions, but apart from them all non-academic and
other types of institutions that can contributes to the work
programme can be partners/co-beneficiaries:






Public administrations or governmental organisations
(Ministries, other national, regional and local administrations
Non-governmental organisations;
Private or public enterprises;
Social partners or their training organisations;
Chambers of commerce, labour associations or other public or
private professional organisations;
Research institutions

However, grant-applicant (submitting the project application on
behalf of the consortium) has to be:
1.
a state recognized higher education institution (university,
college of applied sciences, polytechnic, institute) but also
2.
Associations, organisations or networks of higher education
institutions dedicated to the promotion, improvement and reform
of higher education or
3.
National or international rector, teacher or student organisations
(only for Structural Measures)

Tempus project grant:
Min. 0.5 million EUR
Max 1,5 million EUR
Project duration: 2 or 3 years

1.
Selection procedure:
Tempus project applications meeting technical criteria are
evaluated by independent experts convened and briefed by the
Education, Audiovisual and Culture Executive Agency
2.
On the basis of academic evaluation short lists are made and sent
for consultations to:
- Partner Country authorities
- EU Delegations
- National Tempus Offices
3.
Education, Audiovisual and Culture Executive Agency, in close
cooperation with the relevant Commission Directorate- Generals
(EuropeAid, Enlargement and External Relations), DirectorateGeneral Education and Culture, decides about Final ranking of
proposals and publishes the award decision

Publishing of the results - in July 2012
(we expect results of the Call 4 - to be published in July
2011, deadline was Feb. 2011 )

ERASMUS MUNDUS Action 1 and Action 2
Beneficiaries: Albania, Bosnia and Herzegovina, Croatia (only Action
1), the former Yugoslav Republic of Macedonia, Montenegro and
Serbia as well as Kosovo under UNSCR 1244/99 and Turkey (only
Action 1)
Overall costs: EUR 20.000.000 (EUR 8.000.000 for Action 1 and
12.000.000 for Action 2)
EU contribution: 100%

ERASMUS MUNDUS Action 1 and Action 2
Expected Results

Action 1: Students from the Western Balkans and Turkey obtain a
Masters degree (joint, double or multiple); Doctoral candidates to
carry out their doctoral research and studies

Action 2: Greater multilateral exchange of students and staff
between the European Union and the Western Balkans;
Planned Activities

Action 1: 130 masters scholarships and up to 22 doctoral candidates
fellowships

Action 2: Student exchanges, Staff exchanges, Partnership activities
to organise mobility and the transfer of best practices

Programme (LLP)
The LLP is an EU programme for the participation of the Member
States, EFTA and EU candidate countries, as clearly defined in
Decision No 1720/2006/EC. However, Article 14 of the above
Decision makes some provision for the participation of third
countries (from all over the world) in Multilateral Projects and
Networks

As of last year, the involvement of third country organisations has
been invited clearly in the Call announcement in the Official Journal
and in the LLP guidelines but is still relatively little known, as the
results of last year's Call attest.

Finally, interested parties should note that organisations in third
countries can participate only as partners. In other words, projects must
be initiated and applications submitted by a consortium based in the LLP
countries to which further organisations in third countries can be added

THE JEAN MONNET PROGRAMME
TEACHING EUROPEAN UNION STUDIES AT UNIVERSITIES
WORLD-WIDE
1. The Jean Monnet Action (this is key activity 1 of the Jean Monnet
Programme) is designed to increase knowledge about European
integration by promoting teaching, research and debate on the
history, politics, economics and law of the European Union and the
EU's relations with other areas of the world. Since 2007, the Jean
Monnet Programme is integrated in the broader Lifelong Learning
Programme.

2. The Jean Monnet Action is aimed exclusively at higher education
institutions (university level institutions). Such establishments must
be formally recognised in their country of origin as higher education
institution and have a proper legal status before they can participate.

THE JEAN MONNET PROGRAMME
3. Since 2001, the Jean Monnet Action operates on a world-wide
basis. The network is currently active in 68 countries on the five
continents. Universities from all countries in the world are eligible
and encouraged to apply for Jean Monnet projects.

4. The selection of Jean Monnet projects works via an annual call for
proposals. The call is managed, on behalf of the European
Commission by the "Education, Audiovisual and Culture Executive
Agency". The deadline of the next call is 15 February 2012 (for
projects that can start at the earliest in September 2012).

5. Via the call for proposals, higher education institutions can apply for
support for a range of sub-actions

6. The Jean Monnet selection is centralised in Brussels to ensure
full coherence in the application of the award criteria to applications
from any country. Applications are submitted directly by the
applying institution to the “Education, Audiovisual and Culture
Executive Agency” on the standard application forms. They do not
transit via government departments, permanent representations or
other formal channels.

7. The selection is based on a rigorous peer review system:
independent academic experts (university professors) perform an
assessment of the quality of each application in light of the
published award criteria. Political or geographic considerations play
no role in the selection.

8. Applications are assessed on the basis of four "award criteria":

9. In addition to the co-financing, selection during the Jean Monnet call
for proposals brings academic prestige and recognition,
networking opportunities within the Jean Monnet community, and
the possibility to participate in Jean Monnet reflection activities
(conferences and seminars).

10. The Commission does not impose any restrictions on the
academic freedom of recipients of Jean Monnet professorships.
The Jean Monnet network is valuable and academically prestigious
precisely because it constitutes a reservoir of independent and
critical analysis on European Union questions.

PROGRESS programme
PROGRESS is the EU's employment and social solidarity
programme. It was established to support financially the
implementation of the objectives of the European Union in
employment, social affairs and equal opportunities, as set out in the
Social Agenda. It also contributes to the achievement of the EU
'Lisbon' Growth and Jobs Strategy.

PROGRESS programme
Working alongside the European Social Fund (ESF), PROGRESS
started in 2007 and will run until 2013. This programme replaces the
four previous ones that ended in 2006 covering actions against
discrimination, equality between men and women, employment
measures and the fight against social exclusion. The EU opted for a
single programme to rationalise and streamline EU funding and
concentrate its activities to improve the impact.

PROGRESS programme
PROGRESS will ensure that EU social policy remains on course to
face the key policy challenges and concentrate on actions that need
a combined European effort. It will work to support Member States
to ensure they deliver on their commitments to create more and
better jobs, to guarantee equal opportunities for all and to implement
EU laws uniformly.

PROGRESS programme
PROGRESS has a global budget of € 743,25 million for seven years
(2007-2013). The EU will use this budget to act as a catalyst for
change and modernisation in five areas:





Employment
Social inclusion and protection
Working conditions
Non-discrimination
Gender equality

PROGRESS programme
PROGRESS is open to the 27 EU Member States, EU candidate
and EFTA/EEA countries. It targets Member States, local and
regional authorities, public employment services and national
statistics offices. Specialised bodies, universities and research
institutes, as well as the social partners and non-governmental
organisations can participate.

PROGRESS programme
The Commission selects the projects to fund either through calls for
tender or through calls for proposals. It provides a maximum of 80%
co-financing with some exceptions..
