Example: Safety requirement for TV broadcasting receivers
► Among 74 countries/regions stipulating regulatory requirement;
- All countries/regions has transposed, or has made reference to,
the IEC safety standard IEC60065 for their conformity assessment
- Countries/regions implementing mandatory certifications prior to
product marketing;

- Countries/regions implementing manufacturer’s/supplier’s self
verification system (SDoC) ;

Our Experiences/Findings on the Use of IECEE-CB Scheme
- Positive Aspects -
► For countries/regions stipulating mandatory product certifications,
CB certificate/test report is;
• Accepted by national regulators without duplicated testing in;
Russian GOST-R, Chinese CCC, Korean EK marking schemes, &
many others…
• Accepted by non-IEC member countries/regions even in ;
Hong Kong EMSD, Taiwan BSMI, & GCC national authorities…
► For countries/regions accepting SDoC, CB certificate/test report is
used for;
• Supportive measures to pursue manufacturer’s accountability in the
conformity of product safety;
European CE marking, Australia/New Zealand, and others…

- Negative Aspects -
► Regulatory Obstacles
There are countries/regions whose national mandatory certification
scheme include not only safety but also other requirements in one mark
• Russian GOST-R; Safety + EMC + Sanitary/Hygienic + …
• Chinese CCC, Korean EK marking schemes; Safety + EMC
Inclusion of other regulatory arena in one mark reduces the value of
CB scheme !
► Standard Obstacles
Timing in national transposition of updated IEC standards is different
from one country to another
• IEC 60065 for Audio/Video: 5th Edition – 7th Edition
• IEC60950 for ITE: 3rd Edition – IEC60950-1
Such different version prevents our unified product design principle !

Our Expectation to CB Scheme Operations - 1
- To gain its global reliance -
1. Peer Assessment vs. Formal Accreditation
NCB/CBTL competence is currently retained by peer assessment under
IECEE, rather than by formal accreditation, which causes sometimes
confusion, especially in developing countries. IECEE may need to clarify
the equivalency of both methods to convince them.
2. MTL Integration in the Scheme
MTL is one of the most welcome tools in the scheme but there are
everlasting questions on the equivalency of MTL & CBTL. Further
improvement of ODs may be necessary in IECEE
3. Quantitative Data Creation
Reliance to product conformity is NOT put on the certificate itself but
the quality of test report created by issuing NCB/CBTL. This is effective
especially in non-IEC member countries/regions.

4. Factory Inspection/Surveillance
Product testing is just a part of overall conformity management
process in the product chain. Continued conformity of product after
testing by factory inspection of mass production may need to be more
focused.
5. Assistance to non-IEC members
There are developing countries/regions of non-IEC members that
need assistance for building up of their common CA infrastructure.
IECEE may set up expert group to assist such regional schemes as;
- GCC Regional Conformity Assessment Scheme for safety
- ASEAN Harmonized EEE Agreement for safety/EMC
