High-Quality Early Education:
$494 Million
• $120 million investment to increase slots by at
least 75 percent
– $100 million increase in Pre-K Counts
– $20 million increase in Head Start Supplemental
Assistance Programs
• Part of a multi-year commitment to reach
universal pre-k for 3- and 4- year olds
• $238 million in Early Intervention (3-5 years)

Child Care Services
• Provides $3.9 million increase in federal
funds for an additional 60 staff for child
care inspections.
• Provides $17.8 million in increased federal
funding for Child Care Works to serve an
additional 3,600 children.

Department of Human Services:
Keystone STARS
• Provides $11.4 million in federal funding to
increase the Rising STARS tiered
reimbursement for STAR 3 and 4 programs.
• Provides $2 million in federal funding to
establish Infant/Toddler add-on rates for STAR
2,3, and 4 providers.
Total Increased investment: $35.1 million in federal
funding
