RRA CP- WASSAN Review workshop on 7-8th May, 2013 @ Delhi Doultabad mandal Project over view of year 1 • • • • • • Mandal – Doultabad of Mahabubnagar dist Total GPs are 20 – working in 18 GP HHs Planned -?? HHs Reached - 800 Area planned (ac)– 2000 Area reached (ac) – 1500 Issues & Key gaps identified Key Thematic areas Key Issues Identified Establishing seed banks for cluster of villages Key Gaps in the System Often due to scarcity following crop failure in The Seed Village Program is operational in the previous season – sowing is delayed in the district but not in the Mandal. rainfed crops resulting in substantial yield losses. Acute scarcity of seed for repeat sowing with early dry spell after sowing The DoA supplies subsidised seed only to a limited extent. Unavailability of seed late in the season for contingency crops The current system involves centralised procurement, processing and distribution which increases transaction costs. Unavailability of seeds of various traditional intercrops Adequate strategies are not identified to promote millet production. All programs operate in an adhocmanner . The traditional / local farmer saved seed material DoA do not have practice of working with has admixtures and has high potential for CBOs improvement No seed production is taking place within the Mandal, other than for cotton seed production Non availability of traditional seeds of Millets Non availability of green manure seed Key Thematic areas Key Issues Identified Small holders vegetables There is great scope to improve the cultivation and floriculture production technology of vegetables and flower cultivation to make it more efficient in water resource use. Vegetable and flower cultivation is happening at a very limited scale. Lack of usage of bio pesticide to control pests and diseases. Key Gaps in the System Department of Horticulture is lacking adequate human resources Farmers do not have linkages with CBOs / NGOs Both technology and information is not disseminating to ultimate stakeholder and farmers do not have access to govt programs, technology and markets. Lack of the support systems for seeds, The are no platforms for the vegetable nursery, machinery on custom hiring, growers to integrate and they lack sound supply of NPM concoctions, etc within the market knowledge. Mandal . Lack of mandal level CBO platform for Both technology and information is not aggregation and value realization disseminating to ultimate stakeholder and farmers do not have access to govt programs, technology and markets. Business Service and Lack of availability of NPM inputs at No investments Information (BSI) center for cluster / mandal level strengthening sustainable agriculture Lack of availability of (different) farm Govt has programs for farm machinery on machinery on hire basis 50% subsidy; farmers don't access the scheme who don't have the capacity to pay non-subsidy portion Lack of access to information related to Departments depends on extension sustainable agricultural practices, weather workers & they always constrained with forecast, government schemes HR Key Thematic areas Key Issues Identified Key Gaps in the System Soil Fertility Declining and low quantities of application of Farmers are using readily available fertilizers. FYM in rain fed agriculture lands and increasing Increased public investments on fertilizers. No dependency on chemical fertilisers. investments made available for manure Tendency towards mono-crops and declining Seeds are not available practices in crop rotation. Burning of crop residues. Lack of awareness coverting crop residues into manures; non availability of machinery like chippers Decline in the practice of lopping Labour intensive. Pongamiabranches and their incorporation into paddy lands. Some farmers are also resorting to uprooting the trees. No access to soil testing (only sporadically taken up by the Agrl Department)the nearest lab is 100 km away. Increasing salinity in tank command and rice areas Securing Rainfed Crops and Livelihoods:Water Resource Management for Extensive Protective Irrigation under IJP GoAP is investing on digging borewells to create access to SC, ST community in assigned lands under Indira Jala Prabha. No investments are made for to protective irrigation theough Intensive paddy cultivation with borewells – low ground water collectivization water use efficiency. State of neglect of tank irrigation systems (largely No groundwater management – often precipitates left fallow awaiting their filling), salinity in the deep crisis in low rainfall years – particularly for tank command areas, failure of irrigation canals livestock drinking water, among others. etc. Increasingly high risk investments on groundwater Potential for surface water harvesting buffers (for protective irrigation) not sufficiently explored (farm ponds, in particular) Key Thematic areas Key Issues Identified Key Gaps in the System Millets Consumption of millets is higher than its Govt empahsis on promotion of millets production. is less millet crops have low MSP’s as compared Nutritional benefits of millets are not to other crops which influence farmers emphsized to move away from cultivating millets Shifting mono cropping Wild boars problem Networked backyard poultry Finding niche martkets Millets should be accessible through PDS Non availability of seed Lack of vaccination and health care DoAH mainly focuses on Dairy animals services available for households to and has a very scanty focus on non-dairy reduce mortality animals Lack of systems for continuous supply of chicks to the women at cost Poultry sector is dominated by industrial poultry. Declining the backyard poultry stock per household One ADAH is looking after entire poultry at state level from DoAH Lack of Network of backyard poultry rearers to reach scales in supply to the markets Out reach of health services is low as department is constrained with human resource Key Thematic areas Key Issues Identified Key Gaps in the System Improving small ruminants value chain The institutional health care services are very weak Out reach of health services is low as resulting in high mortality in lambs and sheep. department is constrained with human resource Weak institutions - Sheep rearers primary No extension officer in AHD – no programs cooperatives are formed but not functional. Goat on awareness building on diseases and rearers are not organised measures Not able to access credit from banks and formal Drinking water troughs design is suitable institutions for bovine not for small ruminants Breeding – the traditional Deccani breed is being 60 % of the constitution of Sheep and goat mixed- triggered by introduction of Nellore breeds by cooperative societies do not have the Small the AH department and even by farmers themselves. ruminants. This breed change impacts adversely on the disease resistance. The ratio of males to female is often not maintained. AHD does not have expertise in institution Problem of inbreeding in sheep. building Shelter for small ruminants is a main problem AHD mainly focussed on enhancing the resulting into higher morbidity meat productivity. Insurance services are sporadic and inadequate As part of breeding policy, AHD has announced more subsidy to Nellore rams in Deccani tract for breeding ram replacement. Marketing is in the hands of middlemen (the AHD is supplying fodder seeds /slips, which butchers lend money to the rearers in lieu of bonded are useful for mainly for large ruminants sales) and not useful for grazing based small ruminants. Supplementary feeding is not in practice. “Special Programme for Goat Development" as a part of National Mission for Protein Supplement under Key Thematic areas Key Issues Identified Key Gaps in the System Easing bullock draft power constraint Lack of adequate draft power in rainfed Banks are not giving loans for purchase of situations results in productivity loss to an bullocks; Banks are encouraging tractors extent of 20 to 30 per cent- as sowings are done late in the season. It has become difficult for farmers to buy bullocks once the existing ones are sold away for any contingency; bullock prices are increasing substantially. Failed in addressing the root causes for selling away the bullocks There is general scarcity for draft power Mechanisms to minimise the lean period (bullocks or tractors) – for transport of for fodder manure, peaking of demand for land preparation, sowings etc., and tractors could not fill in this gap. Bank loans to bullocks are de facto banned, nor were successful as there is no demand for the entire year and owing to seasonal fodder scarcity and high cost of maintenance. Out puts of one year • Institutions: – Registering one farmers’ cooperative with expanded membership. The Coop establishing its own office in the Mandal. – registered under MACS act – Expansion of membership in goats, sheep and fisheries networks – Increased membership in all the networks – Inter-institutional Governance Body (Producer Organisations and Mandal MahilaSamakhya) formed in the Mandal with clear charter of functions.
