Preliminary work
KSEB invited bid for CDM based CFL programme “BLY” in
Nov. 2009
three firms shortlisted, none shown keen interest in
implementing the project.
KSEB cancelled the bid and discussed with BEE to
overcome the situation.
As per this discussion, EMC came into picture and
registered as an investor in the BLY programme.

Cost
Government accorded AS (Administrative Sanction) to
EMC for implementing the BLY programme.
Tenders were finalized and EMC issued supply orders
to M/s Philips on 01st Feb 2010.

:Rs.51.50 Cr.(@13.5% interest)

Inauguration
The Programme inaugurated on 15th March 2010 by
the Hon’ble Chief Minister of Kerala by giving two
14 W CFLs to Hon’ble Opposition Leader.

A Ex. E in sub Regional Store of Circle Office receives the CFLs
Testing of samples
Verification of Bills and forward to EMC
Issue of CFLs to various KSEB offices based on the domestic
consumer strength

CFLs

with Panchayath, People Representatives, Resident’s
Association/NGO’s etc.

At distribution center, more than one set of counters, each
with 4 sub-counters, viz.,
First sub-counter: testing the Incandescent Lamp(ICL)
Second sub-counter: indentifying the consumer and affixing
signature (agreement)
Third sub-counter: collecting Rs. 30/- and issuing of receipt
Fourth sub-counter: issue of CFL after testing and affixing seal
(Two CFL issued) in the last bill and issue of notice for making
aware of the benefits in savings and to avoid mercury pollution

faulty CFLs from the KSEB offices.
