The Community Strategic Guidelines
Priorities
• improving the attractiveness of Member States, regions and cities by
improving accessibility, ensuring adequate quality and level of
services, and preserving the environment;
• encouraging innovation, entrepreneurship and the growth of the
knowledge economy by promoting research and innovation capacities,
including new information and communication technologies; and
• creating more and better jobs by attracting more people into employment
or entrepreneurial activity, improving adaptability of workers and

Sustainable development strategies, while promoting employment primarily for environment
and risk prevention, and in particular:
 promoting clean and sustainable public transport, particularly in urban areas

potential for the development of sustainable tourism

The development of cross-border economic, social and environmental activities through joint strategies for
sustainable territorial development:
 by encouraging entrepreneurship, in particular the development of SMEs, tourism, culture, and crossborder trade
 by encouraging and improving the joint protection and management of natural and cultural
resources, as well as the prevention of natural and technological risks

The establishment and development of transnational cooperation, including bilateral cooperation between
maritime regions not covered under point 1, through the financing of networks and of actions conducive to
integrated territorial development, concentrating primarily on the following priority areas
 creation and improvement of urban networks and urban-rural links; strategies to tackle common
urban-rural issues; preservation and promotion of the cultural heritage, and the strategic

Support cooperation between regional and local authorities throughout Europe in
order to facilitate the exchange of experience and best practices. The programme
focuses on the themes of innovation and the knowledge economy, the
environment and risk (www.interreg4c.net)
The European Spatial Planning Observation Network which devise tools in support of policy
development and provides a scientific platform for parties involved in research into
territorial development (www.espon.eu)
provides expertise for the management of the territorial cooperation programmes to
promote more effective implementation of the programmes (http://www.interact-eu.net)

• URBACT is a European Programme which aims to foster the exchange of
experience among European cities and the capitalisation-dissemination of
knowledge on all issues related to sustainable urban development.
• A major instrument of territorial cooperation

herO project
Title: HerO - Heritage as Opportunity
Sustainable Management Strategies for
Vital Historic Urban Landscapes
Issues addressed: Facing the various challenges of historic
European cities of different size and structure, the HerO Network
aims to develop integrated management strategies as well as
innovative good practice methods, instruments, policies and action
plans to facilitate the right balance between preserving the
cultural heritage of historic urban landscapes as element of
identity and integral part of European history and enabling a
sustainable, future-proof urban development to maintain and to
strengthen the attractiveness and competitiveness of the historic
urban landscapes (balancing the different demands of "users"
and cultural heritage protection – local economy, citizens,
tourists, property owners, UNESCO, conservators, etc.).

The Instruments : Cohesion funds
Reg 1084/2006 Article 2.1 (b)
Assistance from the Fund shall be given to actions in the following areas:
 The environment within the priorities assigned to the Community environmental protection
policy under the policy and action programme on the environment.
 In the transport sector, rail, river and sea transport, intermodal transport systems and their
interoperability, management of road, sea and air traffic, clean urban transport and
public transport.

Reg 1081/2006 Article 4.2
 Consistency and concentration of support: Within operational programmes, resources shall
be directed towards the most important needs and focus on those policy areas where ESF
support can have a significant effect in attaining the objectives of the programme. To
maximise the efficiency of ESF support, operational programmes shall, where appropriate,
take particular account of the regions and localities facing the most serious problems, such
as deprived urban and outermost regions, declining rural and fisheries-dependent
areas, and areas particularly adversely affected by business relocations

• Use some of Structural Fund allocations to invest in Urban
Development Funds (UDFs) to accelerate investment in urban
areas
• The initiative is also expected to contribute financial and
managerial expertise from specialist institutions such as the EIB,
the CEB and other IFIs and to create stronger incentives for
successful implementation by beneficiaries, by combining
grants with loans and other financial tools. Long-term
sustainability will be reinforced through the revolving character
of the ERDF (and ESF, where eligible) contribution to funds
specialising in investing for urban development

The "LEIPZIG CHARTER on Sustainable European Cities"
is a document of the Member States , which has been
drawn up with the broad and transparent participation of
European Stakeholders. In the knowledge of the
challenges and opportunities as well as the different
historical, economical, social and environmental
backgrounds of European cities, the Member States'
Ministers responsible for Urban Development agree upon
common principles and strategies for urban development
policy.
