Brief History
1976 – Union Mills Reservoir Project
Application was not rejected, rather the
State Department of Natural Resources
requested additional hydrogeologic study
of ground water resources. Decision
deferred until ground water resources are
exhausted and surface water resources
needed (≈Year 2000)
1979 County Commissioners appointed
 Water Resource Study Committee
1981 – Phase I Study
1983 – Phase II Study
1988 Carroll County Water Resources
Study Completed (≈$400,000)

In 1988, after several attempts,
Maryland General Assembly adopts
legislation granting the
Commissioners the ability to
“Develop, administer, and enforce a
program to protect ground and
surface water resources…”


In 1989 the Commissioners adopt a
Water Resource Management
Program and create a Bureau to
develop/implement the program
objectives
The first draft of the Water Resource
Management Ordinance and
Performance Standards are
completed in 1990


Numerous amendments to the
documents are developed through
the 1990’s
Planning Commission Adopts (1992)
100’ Fixed Stream Buffer
Requirement for subdivisions only.


In 2003 the Commissioners direct
staff to draft new and edit all
existing resource protection
ordinances/policies
In April 2004 the Commissioners
adopt several new and numerous
revised ordinances including Chapter
218 of the County Code - Water
Resource Management



