Secondary Education- Office of Adult Learning and
Rehabilitation Services

• It is a program designed to help individuals with a
physical or mental impairment(s) obtain employment
How is help provided?
Vocational Rehabilitation Will. . .
• Assess skills, aptitudes and interests
• Develop a plan of action based on this information
• Provide services to meet the employment goal
Who is Eligible for VR service?
• A person with a physical or mental impairment,
and
• Whose impairment causes a substantial
impediment to employment, and
• Who can benefit from services
Eligibility Process
• Obtain medical, treatment and/or school records
• Determine functional limitations based upon those
records and discussion with applicant

• Explore skills, aptitudes and interests through
discussion, CareerScope testing or Missouri
Connections
• Decide on an employment goal
• Develop a strategy to achieve that goal
Strategies: Job Search Assistance
• I just need help finding a job
• How much help is necessary?
• Counselor can provide direct job placement
assistance, or
• Coordinate referral to a Rehabilitation
agency for additional one on one assistance

• I need to go to school to gain more marketable job

• Some services are based upon financial need and that
will be discussed during the initial meeting
• Some services are not based upon financial need

Things to Consider
• Is there reliable transportation or a plan for
transportation?
• Ready to go back to work?
• Does the disability make it difficult to find and
maintain employment?

• How much can Vocational Rehabilitation pay?
• Depends on family income – VR financial guidelines

Pell Grant, SEOG, Missouri State Grant will be applied
Tuition, fees and books, less any available grant money
VR can pay the public college rate
The public college rate is applied toward private schools
Community college vs. Undergraduate

• Authorization process
• VR and schools have an approved contracted fee
structure
• VR sends authorization for services to school
• Sometime during the term the school will send their
own invoiced amount based upon the amount
authorized by VR

• Vendors (schools) need to generate own invoices with the following:
• Vendor name and address
• Invoice date
• Reference to case (student name, authorization number, etc)
• Date or range of dates that services were provided (term dates)
• “Vendor provided” unique invoice number
• Invoice number cannot be used for more than one invoice
• It cannot be more than 12 characters/numbers
• Cannot use student name on invoice
• Specific description of item(s) or service(s)
• List of classes/number of credit hours per class
• Itemized list for textbooks, supplies, uniforms
• List Pell and other grants received – must be applied to tuition,
fee and book cost before billing VR
• Total amount due
