Feedback on Ofsted Inspection
Key Themes
Business Intelligence & Performance Improvement
Inspection arrangements
• Pilot Multi Agency Inspection of partners
arrangements for the protection of children
Following shortly after this
• Ofsted and HMIC inspection of Safeguarding
arrangements-published report for Ofsted (March
2013)
• Expecting Police-HMIC report shortly (May 2013)
• Recommendations questioned all partners
arrangements.
Inspection findings in summary -1
– There is not a coherent framework for both performance
management and Quality Assurance within NCC
– The performance management data is not used to drive
improvement in a structured fashion and needs refreshing
– We have not ‘kept it simple’ and made our safeguarding
processes visible and understood to partners, children and
families in our community.
– We cannot demonstrate the ‘voice of the child’ in and around
our service activity, planning and commissioned structures.
Inspection findings 2
– People need to be better supported both through the systems
they use, the management structures in place and supervision
challenge around practice.
– In some areas there are significant operational concerns which
are leaving our children exposed to risk and harm.
What we are doing about this
• LSCBN driving Improvement plans as a
Partnership.
• NCC and individual partners have smart plans
focussed on improvements against
recommendations
Thresholds and Pathways
• Thresholds and pathways explained and
understood (IWP refreshed)
• Promotion of CAFF – expectation that there will

care thresholds
• Referral processes understood and applied
• Cases once meeting social care thresholds - risk
is understood and actioned efficiently
