Enrolment to English and maths





Enrolment to English and maths is to be completed this year by CSAs within
vocational teams, on completion of a diagnostic assessment by all learners who
currently do not hold a grade C in GCSE English and/or GCSE maths.
NB: The only exception to this will be Foundation Learning
Diagnostic assessment will take place in the first English and maths session
within the new academic year to determine which student will need to take a
Functional Skill, and at which level, and which will be entered for a GCSE-in
line with the Condition of Funding
NB: Students who have previously undertaken the Essential English
and/or the FSMQ who assess at Level 2 will be expected to undertake the
appropriate FS at Level 2
Information will be collated by the English and maths team and shared with the
relevant vocational HoD/CTL and CSA for input and enrolment with the first 1-2
weeks of the year
Enrolment to English and Maths
 In order to support this process vocational teams will be required
at main enrolment to:
1. Confirm with learners their timetabled English and maths slots, along with the
room and staff. This information will be made available both electronically and
in hard copy and will form the basis of the class lists we will ask you to collate
(as below)
2. Collate class lists based on incoming grades/previous qualifications
3. Return collated class lists to HoD/CTLs in English and maths for use in the first
session

Financial support for students
 16-18 new starters: bursary £1,200 p.a. for vulnerable
young people in care, or in receipt of income support
themselves
 16-18 other new starters: college defined criteria and
payments (KPP or tax credit threshold)
 Free meals
 19+ may be eligible for adult discretionary learner support
fund payments
The 16-19 Bursary Fund
Three categories:
 (A) Young people in care, care leavers, young people in receipt of
income support and disabled young people in receipt of Employment
Support Allowance who are also in receipt of Disability Living Allowance
will be eligible to receive a bursary of £1,200 a year.
 (B) Students whose family’s household income is low (below
£21,000) may be entitled to some support with transport, on course
costs and food.
 (C) Learners facing extreme financial barriers with real difficulties in
continuing to stay in full time education, will be able to apply for
assistance from the 16-19 Bursary fund.
 Young parents under the age of 20 may also apply to the Care2Learn
fund for childcare support with help from Learner Financial Support
Team.
Free Meals
 Category A Bursary 16-18 students will also be entitled to
free college meals if they make an application
 Category B 16-18 students will receive free school meals if
their parents are on any of the following; income support,
jobseekers allowance, ESA, support under part VI of the immigration
and asylum act 1999, the guarantee element of state pension credit and
finally child tax credit (provided they are not entitled to working tax
credits) and have an annual gross income of no more than £16,190.
 Refer the student to Student Financial Support as s/he will
have to make an application for the meal award – it is not
automatic.
Adult Discretionary
Learner Support Fund
Adult learners may apply for financial support towards cost of attending
college if in hardship; support for childcare, travel, books and equipment.
Learners who are now ineligible for fee remission due to changes in the
funding regulations but who would have been in a remission group, i.e.
KPP or equivalent, may apply to discretionary Learner Support Fund for
assistance with their fees. Priority will be given to those on full-time
programmes and funds are limited.
NB: Fully funded learners (e.g. either JSA or First Full L2/L3) must not
be charged S4 fees or for kits, equipment or materials.
24+ Advanced Learning Loans
 If a student is over 24 and studying for a level 3 or 4 course the fee
structure has changed. Government funding is no longer available and
the full cost of the course must be met by the learner.
 If a student decides to fund their course with a government loan (24+
Advanced Learning Loan), they will need to have a formal, written offer
for a place on the chosen course from Kirklees College before they can
apply for a loan. This written offer can be prepared during Enrolment
 Students who choose to take out a loan will remain personally liable for
the outstanding course fee if they leave the course.
 If no loan is available for the chosen course, the student will need to pay
for the course with their own funds.
 Staff should not advise students about the potential benefits or
otherwise of taking out a loan. Students can get independent financial
advice at www.moneyadviceservice.org.uk
High Need Students: 16-18 & 19-24
 During enrolment you may wish to enrol a student with a
learning difficulty or disability and who is likely to need a
high level of ALS support, e.g. someone who will require
one-to-one support in all sessions.
 Before you can enrol this student, you must ensure that the
ALS team leaders are aware of this student and his/her
needs and have agreed the college can meet them.
 This is particularly important for all students with High
Needs but essential for out of area students - who live
outside Kirklees or Calderdale - due to funding
requirements
Ensuring all students meet study
programme guidelines
 All students must be on a 540 hour programme.
 All students must study English and maths unless they
already have A to C grades in these subjects.
 All students who already have English and maths GCSE ‘C’
grade should be enrolled on alternative aspects of study, in
addition to the core qualification, in order to meet the 540
hrs requirement.
 Each curriculum area will decide the most appropriate
combination of elements for their students.
Ensuring all students meet study
programme guidelines
 All aspects of the study programme need to be included in a
student’s programme from the start (EOS forms are critical),
for example:
 Core qualification
 All additional qualifications
 Work experience/work related activity hours
 Any additional non-qualification hours/blended learning
