Main Objective
Mutual enrichment and better understanding
between the European Union and partner countries
through the exchange of persons, knowledge and
skills at higher education level.

Specific objectives
 To enhance the international cooperation capacity of universities in Third-countries.
 To enrich the educational & cultural environment of both the hosting and sending institutions in the
European and Third-countries;
 To enable students to benefit linguistically, culturally and educationally from pursuing academic
studies abroad, thus contributing to develop a pool of well-qualified, open-minded and internationally
experienced young women/men ready to meet the challenges of the global economy.
 To improve the transparency and recognition of studies and qualifications, in particular by favouring
the practical implementation of Common Areas of Higher education;
 To contribute to provide good students from vulnerable groups (i.e. students from zones affected by
natural disasters or conflicts, refugees, displaced populations, disabled students, etc) with further
education and professional development and empowerment for leadership;
 To enhance the skills and qualifications of higher education staff so that they can contribute actively
towards improvement of quality and pertinence, to university research, to changes in system
governance and to innovation of higher education through an institution-based visiting teacher
exchange system;
 To build the capacity of the administration and public and private sector by participation of their sta
in higher education mobility activities (especially through doctorate and post-doctorate activities);
 To enhance in the medium term the political, cultural, educational and economical links between the
European Union and Third-countries;

Geographical scope of call for proposals 2006
• Neighbouring countries in South Mediterranean and Eastern
Europe (Morocco, Tunisia, Algeria, Egypt, Israel, Palestinian
Territories, Jordan, Syria, Lebanon, Russia, Georgia, Armenia,
Azerbajan, Ukraine, Moldova, Belarus),
• Central Asian Republics (Kazakhstan, Kyrgyzstan, Turkmenistan,
Uzbekistan, Tadjikistan)
• East of Jordan (Yemen, Iran, Iraq)

Operating mechanism
STEP 1:Selection of mixed consortia by Executive Agency (by May 200
• minimum consortia: 5 Erasmus Charter European universities from 3
MS + 1 university in each partner country included in the lot.
• For lot 7( Iran, Iraq, Yemen) and 9 ( Kyrgykistan, Turkmenistan,
Tajikistan,Uzbekistan) requirement: 1 university in at least 2 of the
partner countries in the corresponding lot.
Selected consortia will be given a partnership framework agreement and
specific grant contract
STEP 2: Selection of students & academic staff by the consortia of
universities through transparent mechanisms( up to December 2007)
STEP 3: Start of student& academic mobility by 1st April 2008 at the
latest. Mobility can start at the earliest 1 Sept 2007

Activities funded
The EC will contribute to financing a mobility scheme
between European universities holding an Erasmus
Charter and partner country universities:
• Minimum 70% of scholarships for third country
students
• Maximum 30% of scholarships for EU students/
academic staff

Beneficiaries of scholarships
GROUP 1: EU and partner country nationals (students &
academic staff ) from universities in the consortia. 50% o
scholarships minimum
GROUP 2: nationals of the partner country in possession o
first higher education diploma obtained in a university in
country.
GROUP 3: vulnerable groups with third country( populatio
affected by natural disasters, conflicts, displaced populati
refugees, etc). Only if applicable to the country situation.

Funding Available
• Global amounts of call: 29 mio € for ENPI,
4.4 mio € Central Asian Republics
3 mio € East of Jordan
• Financing for consortia (from1 mio € to 6 moi €):
 Organisation of mobility: 10,000€ per university
 Scholarships: travel, living allowance, full insurance, fees (limited
Erasmus fee waiver)
 Undergraduate scholarship: Group I (max. 13,675€)
Group III ( max. 45,550€)
 Master scholarship: Max. 30,650€
 Doctorate scholarship: Max. 64,050€
 Post doctorate scholarship: Max. 23,750
 Academic staff fellowship: Max. 7,725€

Results expected
• A European Scholarship Scheme to increase links with
partner countries combining the institution-based mobility
Erasmus and free mobility opportunities of Fulbright and
complementary to the existing Erasmus Mundus master
scholarships.
• Minimum 1,315 students and staff will receive a scholarsh
to study, train or carry research abroad
• Mobility in priority fields according to national/ regional
needs (from 2007 call, agreed with partner countries).
• Cooperation with high quality European institutions wit
extensive experience ( Erasmus Charter) and on credit
recognition.
• Improved cultural understanding & respect for diversity
