Hammonton, We Have a Problem TTX— Scope • • • • • Evacuation of Southern Jersey’s Call Center TTX format, 3 hours 3 Target Capabilities Limited to Senior Policy Makers and Key Staff Review of existing plans, policies and procedures to identify strengths and areas for improvement • Validate plans, policies and people Hammonton, We Have a Problem TTX— Exercise Objectives • Planning-Assess SJ’s scalable strategic plans, based on normal response plans, to prevent, protect against, respond to, and recover from natural and man-made disasters, as well as acts of terrorism; Review SJ’s Emergency Operations Plan (EOP) annexes for hazard specific response to include natural and man-made disasters as well as acts of terrorism, and other hazards; Assess SJ’s all-level Continuity Plans including personnel, equipment, and private resources that will support the sustainment and/or reestablishment of FQHC essential functions; Review SJ’s plans that identify the critical and time sensitive applications, processes, and functions, to be recovered and continued, following an emergency or disaster, as well as the personnel and procedures necessary to do so (business continuity); and develop, review, evaluate and update the Center’s emergency management and/or preparedness plans based on lessons learned and/or AARs to address problems/gaps and needed corrective actions. Hammonton, We Have a Problem TTX—Exercise Objectives • Communications-Assess emergency communications and data requirements for internal and external stakeholders; Develop and review supplemental and back-up communications and information technology plans, procedures, and systems; Assess and develop a continuous improvement plan that enriches interoperable communications to provide advanced customer service, reliability, and operational effectiveness; Assess SJ’s reliable, redundant, and robust communications systems for daily operations capable of quickly reconstituting normal operations in the event of disruption or destruction; and Assure redundant communications circuits/channels are available for use. Hammonton, We Have a Problem TTX— Exercise Objectives • Emergency Public Information and Warning- Assess plans, procedures, & policies for coordinating, managing, and disseminating public information effectively under all hazards and conditions; Identify communication plans, policies, procedures, and systems that support required information sharing and communications across stakeholders to support public information, alert/warning, and notification; Review plans, procedures, and systems to rapidly control rumors by correcting misinformation; and assess emergency public information to at-risk populations that are economically disadvantaged, have limited language proficiency, have disabilities (physical, mental, sensory, or cognitive limitations), experience cultural or geographic isolation, or are vulnerable due to age. Hammonton, We Have a Problem TTX— Target Capabilities • The capabilities below have been selected by the Hammonton, We Have a Problem Exercise Planning Team and provide the foundation for the development of the exercise scenario and objectives: • Planning • Communications • Emergency Public Information and Warning Hammonton, We Have a Problem TTX— Exercise Structure • Module 1-Initial Evacuation • Module 2-Where Do All the Patients Go? • Module 3Reestablishment of Call Center Hammonton, We Have a Problem TTX— Roles and Responsibilities • Players-respond to scenario based on knowledge, current plans and expertise • Evaluators-document key discussion items • Facilitators- provide situation updates and moderate discussions Hammonton, We Have a Problem TTX— Exercise Rules • This is an open, low-stress, no-fault environment. • Treat the scenario incidents as real. • Respond based on your knowledge of current plans and capabilities (i.e., you may use only existing assets) and insights derived from training. • Issue identification is not as valuable as suggestions and recommended actions that could improve response and preparedness efforts. Problem-solving efforts should be the focus. • Keep the time constraints in mind and comments focused, where possible. Hammonton, We Have a Problem TTX— Assumptions and Artificialities • In any exercise a number of assumptions and artificialities may be necessary to complete play in the time allotted. • The scenario is plausible, and events occur as they are presented. • There is no “hidden agenda”, nor any trick questions. • All players receive information at the same time. • When possible, discussions and decision-making should be informed, first, by active plans, policies, and procedures. If this presents an obstacle for the group as it progresses through the modules, discussions and decisionmaking can be hypothetical and based on group consensus when possible.
