CHAPT. 33
When Can I Receive Benefits?
• Benefits are payable for training pursued
on or after August 1, 2009
• No payments can be made before that
date.
Am I Eligible?
• Must serve at least 90 aggregate days on active
duty after September 10, 2001
– Can add two or more periods together to get the 90
days
• Can be used on active duty or following
discharge from active duty
• If discharged for service connected disability,
must have served 30 continuous days on active
duty.
If Eligible Under Other Education
Programs
• If eligible under other education programs
on August 1, 2009 and qualify for CH. 33,
may make irrevocable election to receive
CH. 33 benefits.
• Once receive benefits under CH. 33 no
longer eligible to receive benefits under
education programs.
How Much Will I Receive?
• Based on length of service, entitled to a
percentage of the following:
– Cost of tuition and fees
– Monthly housing allowance
– Yearly books and supplies stipend
Cost of Tuition and Fees
• Not to exceed the most expensive in-state
rates
• Paid directly to the school
Monthly Housing Allowance
• Not payable if attending half time or less.
• Equal to the basic E-5 housing allowance
in same zip code as your school. Paid
directly to the veteran.
Books and Supplies Sitpend
• Paid annually - Up to $1000
• Paid based on credit hours at rate of
$41.67 per credit hour.
• If you take 12 credit hours per semester
and attend two semesters a year you will
receive the full $1000.
How Much Cont.
• May also be eligible for:
– One time $500 payment if living in highly rural area
– Tutorial Assistance
– Work-Study Assistance
– Yellow Ribbon Program
Yellow Ribbon Program
• If attending private school and tuition rates
exceed highest in-state costs
• If school agrees to waive 50% of
remaining tuition and fees, VA will pay the
other 50% of unpaid tuition.
How Many Months of Assistance
Can I Receive?
• Generally 36 months
• Up to 48 months if used in conjunction
with other programs
How Long Am I Eligible?
• 15 years from last period of active duty of
at least 90 days.
• If released for service connected disability
after at least 30 days of continuous
service.
What Does CH. 33 Cover?
• Only degree granting schools
• If transferred to CH. 33 from other
education program, may receive CH. 33
benefits for OJT, Apprenticeship programs,
etc. but will be payable at rate previously
authorized under other education program
from which transferred.
OVERPAYMENTS
• If veteran enrolls and either fails a class or
drops out, an overpayment will be created
for all courses not satisfactorily completed.
– Can create a large overpayment very quickly
• No additional benefits will be paid until
overpayment is recouped.
Can I Transfer My Benefits to My
Dependents?
• Only while still on active duty
• At the discretion of DOD
• Must have a minimum of 6 years active
duty and obligate for an additional 4 years.
