Background

Regional Conference on Trade Data Harmonization, Ohrid, December 2006 Government of the Republic of Macedonia:  Adopted information for starting Project for establishing the Single Window concept, January 2007  The MCA is a leading agency for implementation of the Project, March 2007  SW Working Group was formed, April 2007 4

Objectives

 Facilitate trade and enhance the access to and exchange of cross border data and information among the various government agencies and business community, satisfying the current requirements of the Participating government agencies (PGA)  Provide conditions for e - submission of import, export and transit data once and on one place in paperless environment for fulfillment the requirements of the government agencies  Implement the electronic signature in PGA  Provide system which is good base for the next interconnections and interfaces of the further developments inside of the PGA, IBM and regional SW interconnections 5

Establishment

UN/CEFACT Recommendation 33 for establishment of a “SingleWindow”Concept-2005  Facility that allows parties involved in trade and transport to lodge standardized information and documents with a single entry point, to fulfill all import, export and transit related regulatory requirements. If information is electronic than individual data element should only be submit once. Recommendation 34 on “Single Window” data

          Information Portal Searching for the appropriate license E-application and issuing of all import, export and transit licenses E-application of SAD ( T1 and TIR) Automatic control of the usage of the licenses within the SAD E-Tariff quotas E-check and evidence of the taxes and fees for the licenses E-signature for application and issuing of the licenses Management of reference data Forms builder 8

Judicial Aspects

     Law amendments    Electronic Signature Law Administration Taxes Law Law on Administrative Procedure Regulation establishing and defining the manner of application of the electronic data processing system and the electronic signature under import, export and transit procedures EXIM is obliged for the PGA and voluntary for the economic operators EO have to sign the statement to get access to EXIM Data is protected under the Macedonian legislation on privacy of data 9
