INTERNET
The U.S. Department of Defense with
American universities launched a project
in 1970. The project name was‘’Arpanet'‘
where 15 computers were connected to one
another in a network.
INTERNET NOWADAYS
Most computer systems are connected
to one another at a constantly growing rate
as a world-wide communications network.
The Benefits Of The Internet
With the help of this technology we can
have easy and quick access to many relevant
information sources.
By using the Internet effectively and
efficiently students’ are able to expand on their
problem solving, writing, communication and
critical thinking skills.
In addition to this, it helps the
differences created by age, class, gender,
nation, religion and special needs to disappear.
Some people argue that internet creates
distances amongst people, removes face-to-face
communication and they consider the internet to
be an addictive thing.
While others believe that the internet is
like a flying carpet that takes you where ever you
want to go.
Internet is a large window of freedom that
opens into our world.
Internet is like air, it’s value can only be
appreciated when you lose it.
Therefore, a fundamental question that
needs to be asked is :
Will we enter every door, which invites
us to unknown places where we haven`t been
before ?
Because you have the freedom to
choose.
Through which of the doors you wish to travel !
Which of the windows you wish to watch the
stars through !
Which carpet you choose to fly to the vast
horizons on !

Prime Minister Of The Republic Of Turkey
Mr. Recep Tayyip ERDOĞAN Says That :
“When internet is used corectly, it has
uncountable benefit but very bad results can
occur when used incorrectly.
We should use the internet for good
purposes, we should not use the information
which can enables to produce medication for
producing poison’’
In 1990, Turkey`s first computer
network connection was established.
However, during the first six
years, a few private schools and
institutions were provided with the use
of internet for students to do their
homework and to communicate with
their foreign peers.
Since the mid-1990s, there have
been many attempts to integrate the
use of the internet into curriculum of
primary and secondary education in
Turkey.
Computer Experimental Schools
According to the project called
'Computer Experimental Schools’’ ( CES)
which was launched in 1993 with the
financial support of the World Bank, 53
schools in different regions of Turkey
established a network for teaching and
learning.
Globalization Of Education 2000 Project
“The Project of Globalization of Education, 2000”, launched with the support of
World Bank, was considered as an important step of development of Education
System inTurkey.
The purpose of this project was to follow emerging information and
technology trends to create a society with standards of teaching and education system
at all levels.
With this project, 2451 primary and secondary schools of Turkey (80 provinces
and 921 districts), were beneficiaries of new computer labroratories.
In order to create technology classes in these schools, the classes were
equipped with computers, printers, scanners, videos, overhead projectors, TV and
educational videos
According to survey conducted by
Turkey Statistical Institute in 2011
% 51 of the total number of hoseholds
have internet in urban areas
% 22 of the total number of households
have internet in rural areas
% 56 of the total number of households
have internet in Istanbul
These users are classified as follows :
% 59 men
% 41 women
Internet users in Turkey
% 72 use the internet to read newspapers,magazines, etc.
% 54 use the Internet to do research
% 54 use the internet to read the health-related news
% 51 use internet to check their social networking sites

There are 40,000 internet cafes

The number of schools with access to the
internet in Turkey : 37.104
The number of schools in Turkey with satellite
internet access : 3.790
The total number of schools with internet access
in Turkey : 40.894

As part of facilitating safe Internet access
for schools, The Ministry of Education provides
1 Megabyte of connection free of charge.
Also, content which can adversely affect
childrens’ personal development is filtered
out by a central system.

ICTA (Information and
CommunicationTechnology Agency)
published a booklet of recommendations
for the secure use of internet and The
Ministry of Transportation and the
Ministry of Education of Turkey
distributed these booklets to all schools
free of charge.

longer a secret.
For teachers, parents and individuals
educating our children who are the leaders of
tommorrow, symposia, seminars and
conferences, are carried out by the relevant
units about the following topics :
‘’Ensuring Safe Internet Environments
in schools, at homes and at internet cafes’’
‘’The issues that teachers, children and
parenst must pay attentions too while using
internet’’
‘’Taking protective and preventive
measures against the internet’’
‘’How to develop the ability to keep life
and personal affairs out of public view’’
Conscious and safe use of the internet in schools:
Teachers organize competitions for students
The posters and stimulating slogans are being
put up on school boards
(For example : ‘’Keep Your Passwords Secret ‘’
Students are given homework, or annual
projects
( For example : Students write the stories about the traps
in the Internet or they write the stories of what might
happen to kids online if they provide too much personal
information about themselves etc. )
The Internet is rapidly becoming more
common in many areas of our lives in relation to the
"Prudent use of the Internet and Internet Safety
Project" Internet alarm centers were established by
ITCA (Information Technologies and
Communications Authority) and MOE (Ministry of
Education)

Turkey became a member to INHOPE (Union, The
International Internet Alarm Centers) in 2011
The purpose of the union :
1-To combat illegal contents on the internet faster and more
effectively in the different countries of the world
2-To coordinate the internet information warning centers with
each other
Thus, the total number of union became 40 with the
members of our country to the union.
‘’Safe internet call center’’ was established by
the Department of Transportation Board of the
Internet
in order to give technical and psychological support
for the conscious and the safe use of the internet.

Scope of the project, Istanbul's
39 districts were matched with 39
countries of the world in order to
exchange of information and
expertise about all issues related to
education such as sharing best
practices and safe usage of the
internet in schools etc.
At the same time the mutual
decision was taken in the direction of
increasing the educational and
cultural trips.
First trip was with the training
managers to all the participating
countries in 2005.
‘’FATIH Project ‘’ will be launched in the
second half of the academic year 2011-2012 by the
Ministry of Education and that project will be
supported by the Ministry of Transportation.
The purpose of this project :
1-To ensure the conscious and safe use of the
internet in schools.
2-To unsure students use the internet sensibly and
efficiently in the learning proccess.
4-To review the internet infrastructure in schools

1-All teachers working in schools will participate in
training activities on the hardware infrastructure
services in the face-to face or long distance learning
methods.
2-The books to be used during this program will have
a substantial amont of e -content because it will be
integrated and upgraded with e-projects , e-books and so
on.
3-Tablet computers and projection equipments with
programs installed for different levels of education (Preprimary, primary and Secondary school students) will be
given free by the Ministry of Education.
In other words :
Students will be able to access correct ,fast and safe
information from the right sources.
In conjunction with the Ministry of
Trasport, a new program EIN (Education
Information Network ) is being prepared by
the Ministry of Education for the second half
of this year and this program will be
installed into each computer to be given to
the students.
In this way, students will be able to use
the internet in schools faster safer and more
effectively.

The agreed decision reached on the 22nd
of February by the ICTA ( Information
Technologies Communications Authority )
concerning ‘’ The use of Safe Internet ‘’ was as
follows :
Internet usage was divided into two types
namely ‘’ Safe internet usage’’ and
‘’ Standard internet usage’’
’’Subscribers of safe internet usage were
divided into ‘’ Family’’ and ‘’ Children’’ and
filters were established for these users
especially the children to prevent viewing of
harmful sites.
Standard packages were made for people
who do not desire the safe internet usage.
From the safe internet package,
subscribers have the advantage of organizing their
childrens’ internet usage by timing.
In addition, sites where sex images, gaming,
chatting (e.t.c) are shown can be blocked, therefore
enhancing their childrens’ social and educational life
These operations can be tailored to suit each age
group in the home and whenever the need for the
password no longer exists, it can be removed by you
1- The topic of OS ‘’ Online Safety’’ should be integrated in the school
curriculum in primary and secondary schools in Turkey
2- Teachers should elaborate on it and more time should be given to the topic of
‘’ Safe Internet Usage’’ in order to develop the idea in the minds of our children.
3-The number of bodies providing conferences and symposiums on ‘’Safe
Internet Usage’’ should be increased to reach more teachers, parents, schools,
children, etc.
5- ‘’Safe Internet Usage’’ can be made more attractive by animations to draw the
attention of the target population and these animations can be aired on TV channels
and radio stations.
