NIMS provides a systematic, proactive approach
to guide departments and agencies at all levels of
government, nongovernmental organizations, and
the private sector to work seamlessly to prevent,
protect against, respond to, recover from, and
mitigate the effects of incidents, regardless of
cause, size, location, or complexity, in order to
reduce the loss of life and property and harm to
the environment. The Core of which is the
Incident Command System (ICS).

What is ICS?
It is a set of personnel, policies, procedures, facilities, and equipment,
integrated into a common organizational structure designed to improve
emergency response operations of all types and complexities. ICS is
based upon a flexible, scalable response organization providing a
common framework within which people can work together effectively.
These people may be drawn from multiple agencies that do not routinely
work together, and ICS is designed to give standard response and
operation procedures to reduce the problems and potential for
miscommunication on such incidents. ICS has been summarized as a
"first-on-scene" structure, where the first responder on a scene has charge
of the scene until the incident has been declared resolved, a superiorranking responder arrives on scene and seizes command, or the Incident
Commander appoints another individual Incident Commander.

What levels of ICS are required for first
responders?
If you are a member, at any level of any of the
following you need ICS-700.a and 100.a
Law enforcement
Fire services
Emergency management
Emergency medical services
Health care providers

ICS-700.a
This course introduces and overviews the National
Incident Management System (NIMS).
ICS-100.a
introduces the Incident Command System
(ICS) and provides the foundation for higher
level ICS training.

If you are a member of the aforementioned group
and a supervisor you need ICS-700.a, 100.a and
200
ICS-200
ICS 200 is designed to enable personnel to operate
efficiently during an incident or event within the
Incident Command System. ICS-200 provides training
on and resources for personnel who are likely to assume
a supervisory position within the ICS and/or
Persons involved with emergency planning, response or
recovery effort

If you are all of the above and are middle management
and are you likely to assume any of the following ICS
positions?
Strike team leader
Task force leader
Unit leader
Division/Group supervisors
Branch Directors
MACS / EOC staff

if you are likely to be an Incident Commander for an
operational period of greater than 24 hours?

ICS-400
Describes how Unified Command functions on a multi-jurisdiction multiagency incident, defines the advantages of the Unified Command and the kinds
of situations which may call for Unified Command, lists the major steps
involved in the planning process, dissect issues that influence incident
complexity and the tools available to analyze complexity, review the primary
guidelines and responsibilities of the command and general staff positions,
describes the purposes and responsibilities of agency representatives or
technical specialists, reporting relationships and how they can be effectively
used within the incident organization.

What levels of ICS are required for first responders?
If you are an emergency management director, or your primary
responsibility is emergency management, then you are required to
take ICS-800B in addition to other ICS courses appropriate to your
role within your organization and community.

ICS- For Elected Officials
This class provides a basic overview of emergencies, how they are
handled by the First Responders and what is expected of Elected
Officials.

What levels of ICS are required for first responders?
These are the basic requirements for ICS training. There are ICS
courses for various sub-disciplines of the incident command structure
however, they are to involved to discuss here and most are usually not
found in small municipal operations.
Most of the classes described here are available online for employees
and volunteers however, ICS-300 and 400 must be taken in a class
provided by a qualified instructor.

VERY IMPORTANT!
If you are responding and recovering from an incident, that has a
Presidential Disaster Declaration and you anticipate submitting
applications for funding assistance you must comply with NIMS and
employ the ICS structure when responding and recovering from an
incident. Failure to comply could lead to a denial of funding. The ICS
structure also requires that everyone responding to an incident use ICS
reporting forms. FEMA will require these forms for all disciplines
considered for disaster assistance.
