National procurement of Electric Vehicles. Experiences regarding infrastructure development. Eva Sunnerstedt City of Stockholm 2020-04-28

Electric Vehicles are here!

• Fun to drive!

• EVs are much appreciated by their drivers!

• The ordinary parking place of the EV is most important charging place • Nice NOT to have to drive to a filling station • Public Charging makes the EV driver feel more secure • Less range anxiety • Visibility for EVs

EV work in Stockholm

EV City 2030 Clean Vehicles and Fuels Strategy • EVs • Public Charing Infrastructure • Incentives • Knowledge

Electric Vehicles

• EVs in City fleet: – 70 EVs (of tot. 780) – Approx. 20 more this year – One demo car – Goal: 9 % EVs in own fleet 2014 increase of 1 % / year = 10 % 2015 • EVs car sharing • Electric Vehicles procurement • CCC with one EV • Demo of consolidation of goods with EVs in city centre end of 2014

EV Procurement Partners

Why an EV procurement?

Make sure EVs and PHEVs come to Sweden – Cleaner and quieter vehicles Simple and easy to purchase an EV or PHEV – Savings of costs and time for public entities Test fleet of 50 vehicles 400 participating organisations Funding for the additional cost of the car of 100 000 SEK/ vehicle for 600 vehicles

EVs and PHEV in the EV procurement

EVs from the EV procurement in operation all over the country!

Evaluation of all EVs and PHEVs in operation Evaluation of 350 vehicles on going!

• Municipalities and municipal owned companies • Renault Kangoo the most wanted vehicles so far • 1,25 miljon electric km: 2011-2013 • The vehicles work very well • Happy drivers and fleet managers

Happy EV-drivers!

• Surveys from the summer of 2011, 2012 and 2013 • 85% recommend others to get EVs • 78 % more positive now than before using an EV • 33 % would consider buying an EV for private usage • 87 % content with how the charging works • 62 % can charge and EV at home • The number of driver that regard range problematic has decreased

EV development in Sweden (April 2014)

• Large growth from 2012 – Even larger in 2014?

• PHEV to Sweden during 2013 and 2014 • The national EV procurement was 25 % of all new EVs in 2012 • The EV procurement has almost 10 % of all vehicles in operation in Sweden today Källa : ELIS

Drivers experiences

Range anxiety?

Wikipedia: Range anxiety

is the fear that a vehicle has insufficient range to reach its destination and would thus strand the vehicle's occupants . Yes and No!

Initially yes – but much depending on introduction and information – Where the EV is placed – Communication with the driver

Drivers experiences

Increased usage of the vehicles Test driving is important Winter and cold out door temperature have negative impact on range – Heating (& cooling)

Drivers experiences

Charging behaviour – Charing at the EVs ordinary parking place = 98 % of the charging • Little need for public charging (mainly vehicles in organisations) • Initial interest to experiment….

• Different users – different routines Driving behaviour – Range is affected by way of driving – Driver need to pay attention

How to cure range anxiety?!

Drive an EV!!! – Test driving, test cars – The more experience the less anxiety Public Charing Infrastructure?!

Make sure you place the EV where it can make good use Introduction for the drivers In severe cases of range anxiety a PHEV is recommended.

• All public charging units in Sweden – Address – Type of charging – How to get access • Key • RFID • SMS

Public Charing – The City is investing 2014 - 10 milj. SEK budget

Normal Charging

• 350 charging units at 45 different locations • Stockholm Parkering AB • 100 new additional units in 2014 • 10 in place • 40 decided and soon to put up •

Fast Charging

• 5 fast chargers in Stockholm City (8 in the county) • 10 new stations 2014 • Interest from private sector • First one inaugurated in February • Two more decided , soon put up

Charging at the ordinary parking place of the EV – normal charging over night

• Wallbox • Price 5 – 7 000 SEK • Contact the garage owner!

• Stockholm Parkering AB – This is where most new charging facilities are put up in Stockholm – Private EV owners and companies/offices.

– 500 SEK extra/moth for the parking place, wallbox and electricity included.

Incentives we would like to have

• Reduced parking • Reduces congestion charging tax • Obligations when building a new garage or parking space.

Knowledge and experiences

• Demonstrations and evaluations • Data collection • Meetings, workshops, seminars • • News and web-sites www.miljofordon.se

Lessons learnt Vehicle procurement

 Sweden got access to EVs early in  Europe. We put Sweden on the EV-map  Prequalification was good Difficult for the car industry to follow the tendering process  Several disqualified bidders

Infrastructure

 Most important at the EVs ordinary parking place  No clear business model for public charging  Drivers like NOT going to a filling station

Thanks!
