Safety
• Concern for the athletes of course, but also
for officials, coaches, & fans
• Anticipate what could possibly go wrong
• Control access to the venue
• Brief athletes, officials’ crew
• Be alert at all times
• Safety issue you can’t resolve - get the
referee
• Control the action - including warm-ups

No athlete should be allowed to gain an

Officiating Philosophy?
• We’re here for the athletes
• Positive, proactive approach -- preventive
officiating
– Clear, concise instructions (from one source)
– Anticipate likely problems, address them
– We’re not trying to “catch” competitors
• Warn, correct, … but don’t coach
– Be aware of the flow of action
• Consistent calls/application of rules

• Disqualified for a false start (HS,
NCAA, and USATF)
• One false start allowed (for Combined
Events, Youth and Masters)

UMPIRES
• Be the eyes and ears of the Referee - observe & report
• Umpires do not disqualify athletes; they report what they
see to the Chief Umpire (Referee makes the decision)
• Raise the yellow flag for infractions, stay in position until
the Chief Umpire comes to you

what, where, and when
• If you’re not sure, don’t make
the call

There are major differences among the rule books
regarding lane violations.
• HS – Three consecutive steps on or over the inside
line (left, right, or a combination of both)
• NCAA – Two consecutive steps with either both or
one foot
• IAAF and USATF – One step is all it takes

Field Event Athletes
in Multiple Events
• In all field events under all rule books, athletes competing
in other events may take attempts out of order in
preliminary rounds
• In NCAA, meets they must be present when are called up
in the finals. In USATF and IAAF athletes can go out of
order one round at a time. If an athlete does not begin an
attempt within the time limit, it is recorded as a pass.

• Rules Common to High Jump and Pole Vault
– Athletes can break the plane of the “zero line”
– Athletes cannot touch beyond “zero line” without
first clearing the bar
– Bar must come to rest on its original pegs
– The bar is never lowered once competition starts
– Vertical events are open ended – no limit on
attempts as long as the athlete is successful
– Time limits change depending on the number of
athletes competing at the start of each height

• Allow practice throws within sectors only
• Control access to implements (impound)
• Check implements for damage (and for Weights &
Measure ‘mark of the day’)
• Never turn your back on the throwing site

Mountain Ultra Trail is a USATF Council
under the Long Distance Running Division
Mountain: Courses w/significant elevation changes; can be on road
provided it’s an uphill only course; distances vary
Ultra: Course is more than 26.2 miles, can be on road, trail, or track
Trail: Course is on non-paved surface, can include significant
elevation changes, or can be relatively flat (but unpaved). Surface
may include dirt, rocks, single track, grass, natural obstacles, etc.
Assn & Nat’l championships held by USATF for all 3 disciplines
Mountain – course length varies (but less than a marathon)
Trail – approx. 10km; marathon; 50km; 50 mile; 100km; 100 mile
