Changes to LEP System For 2007-2008
One on-line data application to complete (LEP-LEA).
No individual school student level data to input.
Individual school student level data is now collected and reported in PIMS.

What is PIMS?
A statewide longitudinal data system that will manage, analyze, disaggregate, and use individual student data for each student served by Pennsylvania’s Pre-K through Grade 12 public education system.
What is the Primary Goal of PIMS?
To simplify and streamline the data submission processes now in place through the elimination of redundant data collections.

Who at the LEA is responsible to enter data into PIMS?
PDE recommends the PIMS Administrator at the LEA be someone familiar with student and staff data. Ultimately, it is the LEA’s responsibility to designate the appropriate person(s).
PIMS Data Collection Periods for 2007 2008 school year?
The data collection periods for the 2007 2008 school year are in October, January, March, and August.

e-PDe Web Portal
The e-PDE web portal is the gateway to access all e-PDE applications.
Open an internet browser and go to http://www.pde.state.pa.us
. Click on the e-PDE web portal link which is located on PDE’s homepage on the left hand side of the screen under Access Services. Before you can register to use the LEP-LEA application, your LEA must have an LEP-LEA approver.
Registration Process to Access the LEP-LEA Application: Overview
REGISTERING TO USE THE LEP-LEA APPLICATION INVOLVES A FEW STEPS, DESCRIBED IN GENERAL HERE. SPECIFIC INSTRUCTIONS ARE INCLUDED AS A HANDOUT IN YOUR PACKET:
Step 1: Make sure you have a valid e-mail address. You cannot register to use the LEP-LEA application without a valid e-mail address.
Step 2: Create a User ID and password in the PA PowerPort.
Step 3: Follow the steps to register for the LEP-LEA application.
Step 4: Notify the LEP-LEA approver that you submitted a registration request. The LEP-LEA approver must approve your registration request before you can access the LEP-LEA application.
Step 5: Log on to the e-PDE web portal and access the LEP LEA application.

IMPORTANT COMPUTER REQUIREMENT INFORMATION
MAC users must have Netscape 7.1 or higher to access the LEP SYSTEM.
WINDOWS users must have Explorer 6.0 or higher to access the LEP SYSTEM.
Explorer WILL NOT work with MAC. To download the latest Netscape (7.2 now available) for Mac, go to: http://www.apple.com/downloads/macosx/internet_utilities/n etscape.html
NOTE: If you are a MAC user and experience continued problems accessing the system, it is suggested that you use a PC for reliable access with the above given criteria.

LEA HOME SCREEN
Verify the AUN number for accuracy.
Drop down menu will allow for the selection of the LEA.
Status will show “open” for the current school year.
School Year data reported for previous years are available to view.
Total enrollment, LEP count, percentage of LEP, top language, immigrant students count, and percentage of immigrant data will be uploaded from PIMS after the LEP System closes for this school year.

SUPERVISOR SCREEN
The supervisor must complete all required data fields.
The person listed as the Supervisor will be the contact for the WIDA ACCESS for ELLs, D2L, and Metritech. This contact will be the main contact for training announcements and communications from PDE, WIDA and MetriTech.
Please be sure that your email address is adequately entered.
Remember to click SAVE before exiting the Supervisor Screen.

The supervisor should ensure that spam blocks or filters are removed from the following email addresses to ensure timely and accurate delivery of communications from PDE, WIDA (ACCESS for ELLs), D2L (Desire2Learn) and MetriTech. PROGRAM / FUNDS SCREEN
LEA DATA – CORE PROGRAM INFORMATION
Select type of instruction (Bilingual and/or English as a Second Language).
If a Bilingual Program is selected, the language(s) of bilingual instruction must be selected.
Select who the instruction is conducted by (LEA or Intermediate Unit).
TEACHER COUNTS
User will enter numerical data for the teacher information questions.

FUNDS ALLOCATION
User will enter numerical data for funds allocated to the LEAs budget for ESL/Bilingual programs. A dollar amount is required to be entered on the first line, “LEA regular budget for ESL/Bilingual programs,” under funds allocation. The user must check YES/NO for receipt of Title III funds. If Title III is checked YES, the user will be automatically directed to additional screens to complete concerning the LEAs Title III allocation. If the user checks NO, you will go on to the Chapter 4.26 Screen.
Remember to click SAVE before exiting the Program/Funds screen.

SUPPLEMENTAL PROGRAM TAB
Data screens for Title III information must be followed in order of the appearance of the tabs.
User must check if the LEA is a part of a consortium. If YES, select the consortium or consortium lead.
User must select the type of instruction implemented by Title III funds. If Bilingual program is selected, the language(s) of bilingual instruction must be selected.
Remember to click SAVE before exiting the Supplemental Program screen.

TITLE III COUNTS TAB TITLE III FUNDS ALLOCATION
User must enter the amount of Title III funding received for an individual LEA or consortia member. The amount of Title III funds received for LEP Students and for Immigrant Children and Youth can be found within the allocations document which is posted on the PDE web site at: http://www.pde.state.pa.us/k12/cwp/view.asp?a=166& q=108461&k12Nav=|6403|&k12Nav=|1141|3137| , click on the school year and scroll down to your LEA.

TITLE III COUNTS TAB LEA COUNTS
User must report only LEP students who were served and provided supplemental instruction with Title III funding for the current school year for questions asked in this section. Remember to click SAVE before exiting the Title III counts screen.

TITLE III SCREEN Activities Conducted Tab LEP STUDENTS SERVED BY TITLE III
User must check activities conducted by the LEA/Consortium for programs for LEP Students.
Professional Development and providing high quality language instruction educational programs based on scientifically based research are REQUIRED activities.
Provide a brief description of the most common activites conducted for LEP students and the effectiveness of the activities in achieving the goals of the program. The user is permitted 2,500 characters.
If you are uncertain how to answer this question, check with your consortium lead.

TITLE III SCREEN ACTIVITIES CONDUCTED TAB (CONT.) IMMIGRANT CHILDREN AND YOUTH SERVED BY TITLE III
User must check activities conducted by the LEA/Consortium for programs for immigrant children and youth.
Provide a brief description of the most common activites conducted for immigrant children and youth and the effectiveness of the activities in achieving the goals of the program. The user is permitted 2,500 characters.
Remember to click SAVE before exiting the Title III counts screen.

TITLE III SCREEN PROGRAM QUESTIONS SCREEN PROGRAM QUESTIONS
Describe how the LEA implemented language instruction educational programs that are scientifically based and proven to be effective.
What evidence from the LEA demonstrates that professional development activities met Title III requirements.
If you are in a consortium and uncertain how to answer this question, check with your consortium lead.
User is permitted 2,500 characters of print per question when responding.

TITLE III SCREENS PROGRAM QUESTIONS SCREEN (CONT.) PROGRAM TERMINATIONS
User must enter a numerical number in the box provided if the LEA/consortia had any programs or activities terminated for failure to reach program goals. User must provide a summary explaining why these programs or activities did not reach program goals.
User is permitted 2,500 characters of print when responding.

CHAPTER 4.26 SCREEN CHAPTER 4.26 CORE PROGRAM
Every LEA shall provide a program for each student whose dominant language is not English for the purpose of facilitating the student’s achievement of English proficiency and the academic standards.
This screen is designed to capture information about your core ESL program within the LEA. The user must indicate all aspects of your core program that are currently in place for students who are English language learners. Remember to click SAVE before exiting the Chapter 4.26 screen.

ASSESSMENT SCREEN ASSESSMENT CRITERIA
The purpose of the assessment screen is to provide PDE with the assessments your LEA administers to test LEP students upon entry, ongoing, and at the time of exit. More than one assessment may be chosen.
Remember to click SAVE before exiting the Assessment screen.

SUBMIT SCREEN
The button SUBMIT TO PDE on the submit tab screen will send the LEA’s data to PDE.
If there are any errors, the user will receive a message to correct the errors. Please wait a few moments after submission to ensure there are no errors to correct.
You should receive a message, “The LEA data has been submitted to PDE.”

The user should check the status column on this screen to verify that the status has changed from open to COMPLETED.
