Structure of the EU-Russia Civil Society Forum
The EU-Russia Civil Society Forum is a permanent common platform for cooperation and
coordination of civil society organisations from Russia and the European Union with the purpose to
develop common positions of civil society groups; increase and facilitate interaction and cooperation
between civil society organisations as well as promoting people to people exchanges; provide mutual
support, assistance and solidarity among civil society groups; influence EU-Russia relations, political
dialogue and a wider range of intergovernmental interactions on all levels; promote consolidation of
shared values, strengthen European legal regimes and European institutions, help Russia's
integration with Europe, create a shared public space and support future establishment of a common
political, economic, cultural and social space of a larger Europe.

Structure of the EU-Russia Civil Society Forum
Registered and non-registered non-profit and non-governmental organizations, civic
initiatives and social movements from Russia and the EU member states, except political
parties, religious communities, educational and scientific institutions, trade unions, and
employers’ organizations, which share the values, goals and objectives of the Forum, have been,
as a rule, active for at least one year, and possess recommendations from at least two Forum
members, may become members of the Forum and participate in its activities.

Structure of the EU-Russia Civil Society Forum
The Steering Committee is the highest decision making body of the Forum between the General
Assemblies. It convenes the General Assemblies and prepares them with regard to their content and
organisation. It coordinates the work of the Forum on the basis of the basic documents of the Forum and
the mandates by the General Assembly. The SC is bound by decisions of the General Assembly and
reports to it. The SC represents the Forum in relations with the public, the government authorities and the
media and publishes agreed positions of the Forum and its own statements.

The Working Groups are at the core of the Forum's activities. 4 Working Groups were
established at the Founding Meeting in Prague (March 2011): 1. Human Rights and the
Rule of Law; 2.The Environment; 3. Social Issues and Civic Participation; 4. Democratic
Structures and Processes. More Working Groups may develop in time depending on the
level of interest

The idea of the Working Groups is to bring together European and Russian NGOs to exchange
views on current activities (problem areas, best practices, etc), to find new contacts, and to
work together on joint projects that bring some added value.
