READINESS FOR REDD
Components, Resources, Ongoing Activities
What is REDD Readiness?
A country that is ready for REDD is able to participate
in a future REDD mechanism of the UNFCCC; this
country should be able to demonstrate sufficient
capacity in:
– monitoring and accounting of forest
carbon emissions over time
 Institutional – government can enact and enforce
forest protection laws; forest land tenure is clear;
transparent tracking and accounting of nationallevel emissions
What is REDD Readiness
cont’d
 Social – multi-stakeholder participation in REDD
activities – including relevant indigenous and local
forest-connected communities, local government,
relevant NGOs and civil society organizations
 Economic –design and implement mechanism for
equitable sharing of financial benefits of REDD
success
The Forum on Readiness
for REDD
 A multi-stakeholder forum focused on practical
approaches for building REDD readiness through:
 cross-stakeholder dialogue
 South-South collaboration
 linking local and international expertise with regional
readiness efforts
Forum Readiness Workshop,
Accra, August 2008
 Hosted jointly by Ghana Ministry of Lands, Forestry
and Mines and Ghana Forestry Commission
 Over 80 international participants from
government, UN, donors, indigenous communities,
national and international NGOs, research groups,
private sector
 Included approximately 12 Ghanaian participants
 Regional Breakout groups focused on readiness
priorities for their region
Readiness priorities from
Western Africa Breakout Group
Top readiness priorities for the next 3-5 years:
 Consultation process (socio-economic studies ) to
deal with benefit sharing and other social
implications in the implementation of REDD  Build institutional capacities in forest
measurements, monitoring, carbon accounting and
verification  Embed REDD in national action plans -
West Africa Readiness
priorities cont’d
 An independent body consisting of representatives
of the different stakeholder groups –
 Forest governance reforms (land rights, ownership
and benefit sharing involving local communities) -
 Build capacity in developing project design
documents  Establish baseline scenario -
Overview of Readiness
Activities
 A background document prepared by WHRC on
readiness activities around the world
 Highlights specific programs, projects, and pilot
activities – NOT comprehensive
 Available at
Support for REDD
Readiness
 World Bank
 Biocarbon Fund
 Forest Carbon Partnership Facility
 UN-REDD Programme
 9 “Quick Start” countries – includes DRC, Tanzania,
Zambia
 Governments: UK, Norway, Australia
 Private Foundations: Clinton Climate Initiative, Packard
Foundation, Moore Foundation, Forest Philanthropy
Action Network
Voluntary Carbon Market
role in REDD
 Independent project developers, NGOs
 In 2007, more 2+ MtCO2e were generated from
avoided deforestation projects – ONLY 2% FROM
AFRICA (several in pipeline)
 At an average price of $4.80 per tCO2e, this
represents nearly US$10 million in funding
 VCS recently released standards for REDD projects
in voluntary market
REDD Demonstration
Activities
 Report covers 12 projects in design or implementation
phase
 In these 12 projects, 4+ million hectares
 40+ projects in the pipeline for certification by Climate,
Community and Biodiversity Alliance (although many
may not go forward)
 Many from private developers in early stages
Demonstration Activities
 BRAZIL: Juma Sustainable Development Reserve
Project
 589,612 ha
 Climate, Community and Biodiversity Alliance, Sustainable
Amazonas Foundation, Secretariat of Environment and
Sustainable Development of the Government of the State of
Amazonas, Instituto de Conservação e Desenvolvimento
Sustentável do Amazonas, Marriott International, Inc.
 created a financial mechanism to generate and distribute
income from reducing emissions from deforestation
 Readiness Forum will visit this project in a workskhop in
early 2009 – one workshop focused on African participants
