Regional Advisory Group meeting 14 March 2012 Policy Audit Tool Eco-Innovation Component Lauri Kuukasjärvi Päijät-Häme Regional Council [email protected] FRESH Profile • Forwarding Regional Environmental Sustainable Hierarchies (0499 R2 FRESH); • Interreg IVC; approved under the 2nd call. • Duration: 5.11.2009-28.2.2013 Budget: 2 010 312,95€ • Partnership: Kainuun Etu OY-LP (FI); Joint Authority of Kainuu Region (FI); Regional Council of Päijät Häme (FI); Lappeenranta University of Technology, Lahti School of Innovation (FI), • MidWest Regional Authority (IE), South West Regional Authority (IE), University of Limerick (IE), • Veneto Region (IT), University of Padova (IT), • London Thames Gateway Development Corporation (UK; 5.11.200930.6.2011), • West RDA (RO), Lubelskie Voivodeship (PL). • Website: http://freshproject.eu FRESH Profile Objectives • overall objective: Strengthen development in the regions, by: Sustainable Value Creation(SVC) • Subobjective1: Address SVC in the regional development plan • Subobjective2: Strengthen eco-innovation addressing SVC in the regional innovation strategies of the partner regions (formulation of the ecoinnovation component) Organisation of the work • 11 policy themes; 3 addressing SVC in the regional development plan and 8 addressing SVC in the regional innovation strategy. • Good practice collection and analysis (until 16.11.2011) • 51 contributions; 14 partners prioritised ’better practices’; • 10 of the better practices included in the Intereg IV C data base (13.1.2012) Policy Audit Tools • What and Why – Policy Audit Tools are there to help partner regions to evaluate the performance of eco-innovation component after the end of FRESH project – Specialised, targeted policy audit tools are usually missing from regional actors – Activity was integrated in FRESH action plan under Component 3, Activity 3.5. – Common costs shared among the regional authority partners. Policy Audit Tool • Background: the priorities from the original FRESH approach + the synergies that resulted later (1) Original FRESH approach • Environmental Technologies Action Plan, revised EU SDS • Lead Market Initiative • Demand led innovation (standards and public procurement) (2) Synergies that resulted later • Affinity with the Smart Specilisation strategy • In conclusion: FRESH introduces & emphasises a – very focused approach to sustainable development and – as such it requires corresponding valuation tools Policy Audit Tool • State of the art – International competition: • planning of tender Spring 2011; • tender publication autumn 2011; • selection of expert during the 5th Interregional Steering Committee in Lublin, PL 15th & 16th.11.2011 – Expert contracted in January 2012, – Consult work • Reviewed material from the regions and interviewed all partners • Data collection from partners – available also through the FRESH web site Policy Audit Tool • Next steps – Regions to give comments to the tool – Consultant to develop the policy audit tool; – tool is adjusted for each partner region – will be presented in the next international FRESH meeting in May 2012 Eco-Innovation Component • What – Main purpose of FRESH is to strengthen the RIS of the partner regions by integrating Eco-Innovation into RIS of the region – FRESH proceeded in 2 ways: • first: regional interest toward sector based approach on innovation – where do the regions want to focus? • Second: through the exchance of good practices – to identify the methods and tools that – could help the eco-innovation component to happen Eco-Innovation Component • Selection of the sector was made by the four criteria: – Competitive criterias plus catching up criteria • Structure / form – The eco inovation component was originally conceived in a very straightforward way, comprising four parts: • justification, standards, competencies, and projects in the field – Each region, supported by PP3, would be making own content (of eco innovation) based on this structure • Turning point: FRESH synergy with the Smart specialisation strategy
