provide an inexpensive, easy and contemporary
way of posting legally sufficient notices.
Strategic Partnership: GlobalNotice and Mitratch
•
GlobalNotice has partnered with Mitratech, a giant in the legal services/internet
technology field, in order to provide international notice capability. The two companies
have worked closely together in technological aspects of the public notice project.
•
One of the founders of GlobalNotice, and the current C.E.O. is Ladan Behnia, the
founder and director of Mitratech, Inc. Prior to positioning Mitratech as a leader in the inhouse corporate legal counsel software industry, Dr. Behnia served in a number of
important I.T. executive positions with other companies. She holds E.E. and M.S.
degrees in Computer Science, a graduate degree in Information Systems from the
University of Grenoble, and a Ph.D. in Computer Science and Artificial Intelligence from
the University of Paris.

Courts and Clerks Dilemmas
1.
Courts face enormous challenges posed by the necessity of
dealing with the public, which must access the courthouses for
posting and viewing most types of public notice. This entails
not just increasing foot traffic through the courthouses – and
the security issues that entails – but also a drain on the time of
clerks’ offices staff. Enormous amounts of paper are generated
in clerks offices under the current requirements, and these
volumes will grow along with foot traffic as population
increases.
2.
The integrity of a given public notice is often compromised
under the current system. There is no means of efficiently and
easily accessing public notices that are no longer ‘posted.’
Also, bulletin boards at courthouses are often compromised by
unscrupulous bidders who tear notices down. Los Angeles
County is considering buying surveillance cameras to prevent
theft of all types of posted notice.
Courts and Clerks Dilemmas
3.
Under the current system, there is no central repository statewide for public notice, much less a repository that can be
accessed easily from anywhere in the world, and which
contains archive-searching ability, as well as the ability to post
a notice away from the courthouse. The lack of these
attributes causes a tremendous lack of dissemination of notice.
Courts and Clerks Benefits
1.
Security, foot traffic, personnel drain and paperwork
dramatically decreased, along with the accompanying costs
and at no cost to the state.
2.
No need for the creation of an additional layer of bureaucracy
or a new state department. No need for the hiring of additional
personnel. Indeed, existing personnel may be reassigned and
the need for future hires will be reduced as the work moves online.
3.
Efficient, central repository of public notice information in all
categories state wide, and accessible 24-hours per day, 7 days
per week and on holidays and bad weather days.
4.
MOST OF ALL: A much more informed and happy public.
Public Dilemmas
1.
Accessing courthouses - and newspapers - is difficult for senior
citizens, handicapped, and busy people (in short, almost 100%
of the population).
2.
Accessing courthouses - and newspapers - is dificult if a
person is outside the immediate jurisdiction of the posted or
print notice.
3.
The public in the case of newspapers pay 900% more, on
average, for a newspaper posting than it would pay for a
website posting.
4.
Lawyers understandably often use low-cost – and therefore low
circulation – newspapers.
Public Benefits
1.
Newspapers and website notice can work together to
combine traditional forms of public notice with modern
convenience and necessity.
2.
MOST IMPORTANT: notices can be posted by lawyers,
developers, bankers and the public from the convenience of
their own offices and homes, AND all can access important
notices affecting their property, neighborhoods and
businesses from anywhere in the world at any time. All
persons can even be especially notified by the website if
there is a notice that might affect these interests.
3.
Access and searching is free, 24 hours per day.
Public Benefits
There have been an increasing number of cases regarding
the violation of open meetings and Sunshine laws
throughout the nation.
This had led to some of the state supreme courts, for
example Wisconsin’s, to strengthen the open meetings law
ordering governmental bodies to be more specific in
notifying the public about the subject matter of upcoming
meetings.
Website Access For Everyone
1.
Estimate for the year ending in 2007 indicate that more than
85% of US citizens will have internet access at home or
work.
2.
For that remaining 15%, internet may be accessed (with
librarian help) at the nearest public library. Also, this
website will be accessible in most county courthouses.
Website is much more user-friendly than the difficult
procedures at courthouse for posting and reading notice.
3.
Paypal option for those that do not have credit card.
4.
900% average saving to public as compared to newspaper
notice cost.
Legal System Dilemmas
1.
The lack of a centralized information repository not only at
the state level, but also at the national level, creates
inefficiencies and information gaps. The lack of such a
system is a major obstacle in the proper handling of both
criminal and civil cases, including class-action matters.
2.
The current court posting system does not accomplish the
public policy underlying the notice requirements, which is to
make the posted information widely available to the general
public.
3.
The current system of posting notices in newspapers does
not accomplish the public policy underlying the notice
requirements, which is to make the posted information
widely available to the general public. The public and
attorneys try to economize in posting fees by selecting the
cheapest publications, which normally have the smallest
circulation, which in turn defeats the purpose of the notice
requirement.
Legal System Benefits
1.
Ability to save money and time by posting notices from the office.
2.
Ability to save time and personnel cost by utilizing the “autonotification” feature on GN websites, which provides attorneys
and the public e-mail updates on notice status when requested by
poster/user. Also, site can auto-notify attorneys when a posted
notice is about to expire, giving an option to renew, thereby
eliminating missed deadlines.
3.

and the public email updates on status of notices posted on the
system time by requesting notification when any pre-selected
keywords are posted to the site by any party. Also, site can autonotify attorneys when a posted notice is about to expire, given an

Legal System Benefits
4.
Central, searchable repository state-wide with ability to search
non-active notices via archives.
5.
24 x 7 x 365 free accessibility.
6.
Happier clients and fewer missed notice deadlines / requirements.

Newspaper Dilemmas
Facts
1.
Newspapers are getting smaller and smaller (New York Times is
40% smaller than 5 years ago).
2.
Newspaper market is shrinking (LA Times lost 25% of its readers
since 1996, 77% of people under age 30 do not read a
newspaper according to 2006 report of Pew Research Center).
3.
Only 10 out of approximately 40 traditional forms of notice are
published in newspapers.
Questions
1.
How many more years will newspapers be viable for purposes of
public notice, given lack of use and an increasingly mobile and
global business community?
2.
Should government and our court systems wait until it’s too late?
Newspaper Benefits
1.
GlobalNotice and newspapers, a WIN / WIN cooperation.
2.
A co-branded website free for newspapers. (Free uploading
and access using the newspaper’s name as link so that
customers understand the newspaper is providing this
service.)
3.
No charge to newspapers. They may keep the revenue
charged for the added value and preserve “base subscribers”
by providing the excellent additional service of offering a global
database for ALL forms of notice.

Newspaper Benefits
5.
Availability of state-wide and national GlobalNotice website
and its search capabilities to newspaper customers.
6.
A comprehensive archive without maintenance cost or security
issues for all types of notice, not just newspaper-related
notices, allowing public to access 75% more notice information
and therefore increasing the “news value of the newspaper.
Service & Security
•
To ensure the highest level of service and security, GlobalNotice will utilize a
network architecture consisting of a minimum of 2 redundant load balanced web
servers located behind a pair of Cisco adaptive security firewall appliances.
•
Each server will utilize a mirrored RAID hard drive configuration to ensure zero
down time in the event of failure.
•
Data will be backed up nightly utilizing a four-week tape rotation with two weeks onsite and two weeks off-site storage. All servers, firewalls and backup devices are
located within a secure data center with 24/7 monitored security, 24/7
environmental monitoring, 24/7 power systems monitoring, redundant generator
systems, and state of the art fire suppression systems.
