Passport Scheme Objectives
The purpose of the scheme is to provide information, in an easy
to use format. The information contained is essential for the safe
transportation of wheelchair dependant service users.
Wheelchair passports are not a new concept, many Local
Authorities/Transport Providers have basic systems in place as
part of their risk management process.
The National Scheme will have Pan-UK application and will
introduce consistency and increase safety and mobility to both
users and transport staff.

In July 2010, BSI launched PAS 900 Wheelchair Passport Scheme
- Code of Practice for pan UK application.
Puwertec Ltd lead the field in the implementation of wheelchair
passport schemes having been involved in the design and
development of hardware and internal operational documentation
from an early stage.
Puwertec have installed Passport Schemes into a number of
authorities following the principles of the National Scheme.
Puwertec Passport Scheme hardware is BSI PAS 900 Compliant.

Passport Scheme Parts
The Passport cover gives a basic
requirement for staff to

2. Have adequate equipment and
vehicle space.

Benefits
Transport Staff
There are in excess of 500 wheelchairs on the market, most of
these wheelchairs are suitable for use in transport with a seated
occupant.
The Passport specifies the correct application of both wheelchair
securement and passenger restraint as determined in Assessment
process.
Service Management
A simple means to monitor the safe transport of all wheelchair
dependant service users, and manage staff who may place service
users at risk.

A Transport Operator has a ‘Duty of Care’ to those accessing
their services.
Applies to internal fleet or external contractors to provide
transport.
Procedures must ensure adequate Information, Instruction,
Training and Supervision.
With the implementation of the Passport Scheme, evidence
that operators have followed the Code of Practice and taken
reasonable and practicable steps to ensure the safety of
individuals in their care is in place.
